Biography

Born in the family of participants in the Great Patriotic War, order bearers Andranik Asvarovich (d. 1965) and Sofia Aramovna Shahramanyan. After graduating from Moscow secondary school No. 437, in 1970 he entered the F.E.Dzerzhinsky Military Engineering Academy .

After graduating from the academy in 1975, he served in military unit 13987, specializing in “special control equipment”. Solving seismic control tasks for conducting underground nuclear test explosions , he significantly increased the sensitivity of the receiving path of three-component seismic equipment, which made it possible to successfully record weak seismic signals from nuclear explosions on territories of foreign states ( USA , France , China , etc.). Since 1979 - junior research assistant at the Research Institute of the Special Control Service of the USSR Ministry of Defense; in 1983 he defended his thesis, having by that time 8 copyright certificates for inventions and being the owner of the “Inventor of the USSR” mark. Since 1983 - Senior Researcher, since 1988 - Head of the Research Laboratory of the All-Union Research Institute for Civil Defense.

He participated in the aftermath of the Chernobyl accident (1986), the Spitak earthquake (December 1988).

Since March 1991, while continuing his military service, he participated in the creation of the Russian rescue service: head of the department of the State Committee for Emergency Situations of Russia, since 1993 - head of the scientific and technical department, since 1995 - deputy head of the department of the Ministry of Emergencies of Russia (1995-1997) .

Since 1997 - Head of the All-Russian Research Institute for Civil Defense and Emergencies of the Ministry of Emergencies of Russia (since 2002 - the Federal Center for Science and High Technologies " VNIIGOCHS " [1] ). In 1997 he was awarded the military rank of Major General. In 1997, he became the head of the Russian Emergencies Ministry's Emergency Monitoring and Forecasting Agency [2] , created at the institute and forecasting natural hazards (earthquakes, floods, forest fires, etc.) around the clock. From 2002 to 2005, he was the head of the High Technologies for Emergency Prevention and Response Department of the Moscow Institute of Physics and Technology , created on his initiative on the basis of the All-Russian Research Institute of Civil Defense and Emergencies. From 2003 to 2005, he was a member of the Scientific Council under the Security Council of the Russian Federation [3] .

In April 2002, participated in the expedition North Pole-32 ; within 10 days conducted a series of experimental works on the reception and processing of space images of the polar regions .

In 1998-2004. He was Director of the European Center for Natural and Technological Disaster Risk Management of the Partially Open Council of Europe Agreement.

Since 2006 - Deputy Director of the Aerospace Monitoring Institute of Aerospace Monitoring. From 2008 to the present - Director of the Institute of Aerospace Technologies and Monitoring, Russian State University of Oil and Gas. I.M. Gubkina, whose main task is the development and implementation of high technology aerospace technologies in the country's oil and gas complex, and headed it. At the same time since 2008 - Professor, Department of Geology, Russian State University of Oil and Gas. I. M. Gubkina , gives lectures on the discipline "Aerospace technologies in environmental research." He is also the Chairman of the Board of Directors of Scientific and Production Association Modern Diagnostic Systems LLC (NPO SODIS [4] , now SODIS LAB ).

Besides:

  • heads the department of innovative and space technologies in integrated education at the Moscow Institute of Open Education [5] , which provides advanced training for general education teachers in the city of Moscow and other subjects of the Russian Federation in the field of space and nano-technologies [6] ;
  • heads the department of "Intelligent Control Systems" of Kabardino-Balkarian University named after H. M. Berbekova .
  • He is a professor at the UNESCO Chair at the All-Russian Research Institute of Electrification of Agriculture ;

Scientific and design activities

In 1994, at the Joint Institute for Physics of the Earth. O. Yu. Schmidt RAS defended his doctoral dissertation "Development of scientific and methodological foundations for assessing seismic risk and predicting the effects of earthquakes in the tasks of saving the population"; Based on the research results, the Extreme geo-information system was further developed to forecast the consequences of destructive earthquakes and determine effective response scenarios in real time.

From March 1995 to February 2005, as a chief designer, he participated in the creation of:

  • Federal system of seismological observations and earthquake prediction;
  • the global geographic information system “Extremum” (predicting the effects of devastating earthquakes and determining effective real-time response scenarios anywhere in the world) - the system was awarded a gold medal at the World Salon of Innovations and Inventions (Geneva), took 1st place in the international competition of the ChOS Council Europe (2001) and is on round-the-clock duty in the system of response to natural disasters and catastrophes of the UN [14] ;
  • mobile diagnostic systems for assessing the stability and seismic resistance of buildings and structures - determine the residual life of the durability of buildings and structures [15] ;
  • small-sized complexes of underwater and air monitoring: created (together with professors L. L. Utyakov and B. Ya. Rozman ) a deep-sea small-sized inspection device GNOM, allowing remote underwater surveys (gold medal of the World Salon of Inventions Eureka-2000 in Brussels ); a small unmanned aerial vehicle designed to organize air monitoring of the emergency zone was created;
  • Unified duty dispatch services “01” of the subjects and cities of the Russian Federation [16] - systems of duty dispatch services are implemented in more than 400 cities;
  • a spatially distributed system for receiving and processing space information to solve the problem of monitoring the development of the territory, preventing and eliminating emergency situations: the operational practice of the EMERCOM of Russia includes the receipt and processing of data from remote sensing of the Earth in order to quickly detect foci of forest fires, flood zones, etc. from space. ; information reception centers were established in Moscow , Krasnoyarsk , Vladivostok , Vologda and Elista (branches of the Russian Emergencies Ministry's Agency for Monitoring and Forecasting Emergencies).

Podrezov were awarded a gold medal and a diploma at the annual 53 World Salon of Innovation, Scientific Research and New Technologies Brussels-Eureka (2004) and the Ministerial Cup of Belgium.

Co-author and author of more than 350 scientific papers, including 14 monographs and 56 inventions.
