The badge "Excellent Police" is the departmental badge of the internal affairs bodies of the USSR and Russia. It was established by order of the Ministry of Internal Affairs of the USSR No. 246 of December 23, 1953. In Russia, he was returned to the system of departmental police awards by order of the Ministry of Internal Affairs of Russia “On the establishment of signs of the Ministry of Internal Affairs of Russia” dated June 14, 2000 No. 633. In connection with the reform of the Ministry of Internal Affairs of Russia in 2013, he was replaced by the badge “Police Excellent”.

History

The badge "Excellent Police" was first established by order of the Ministry of Internal Affairs of the USSR No. 246 of December 23, 1953. In 1960, the USSR Ministry of Internal Affairs was abolished, the Ministry of Public Order Protection of the USSR was created. In 1968, the USSR MOOP was renamed the USSR Ministry of Internal Affairs. By order of the Minister of Internal Affairs of the USSR No. 386 of November 14, 1969, the badge "Excellent Police", having undergone significant heraldic changes, was re-established [1] .

As researcher M. A. Rogov noted, the badge “Excellent police” became the most massive of departmental awards of the Soviet police [1] .

December 25, 1991, in accordance with the law adopted by the Supreme Council of the Republic , the RSFSR was renamed the Russian Federation. On December 26, 1991, the USSR ceased to exist, Russia stood out from it as an independent state. On April 21, 1992, the Congress of People’s Deputies of Russia approved the renaming, making appropriate amendments to the Constitution of the RSFSR , which entered into force on May 16, 1992 from the date of publication. Accordingly, the Ministry of the Interior of the RSFSR became known as the Ministry of the Interior of the Russian Federation [2] .

In the system of departmental awards of the Russian internal affairs bodies, the updated badge “Police Excellence” appeared in 2000. It was established by order of the Ministry of Internal Affairs of Russia dated June 14, 2000 No. 633 "On the establishment of signs of the Ministry of Internal Affairs of Russia" [3] .

In connection with the reform of the Ministry of Internal Affairs of Russia, the award system of internal affairs bodies was changed. By order of the Ministry of Internal Affairs of Russia dated October 31, 2013 No. 998 “On departmental insignia of the Ministry of Internal Affairs of the Russian Federation”, the mark “Excellence in Police” was replaced by the mark “Excellence in Police” [4] .

Description

USSR

From 1953 to 1969, the badge "Excellent Police" retained its appearance with virtually no change. The central emblem of the 1953 award was occupied by the emblem of the USSR, on the sides there was the inscription “Excellent student of the police”, below - the abbreviation of the USSR Ministry of Internal Affairs [5] . Subsequently, the law enforcement agency was renamed the Ministry of Public Order; accordingly, the existing abbreviation was replaced by a new one - “MOOP” [6] .

In 1968, the USSR Ministry of Internal Affairs was re-created. By order of the Minister of Internal Affairs of the USSR No. 386 of November 14, 1969, a new version of the badge “Police Excellent” was established [1] . It was made of white metal in the form of an elongated pentagonal with outgoing rays from the center; size of the sides: three short - 19 millimeters, two long - 25 millimeters. On this basis, the remaining elements of the sign, made in dark metal, were placed: in the upper part there was a five-pointed star of the correct form, covered with ruby ​​enamel, a shield with a bas-relief image of the Soviet coat of arms measuring 9 millimeters horizontally. In the lower part there is a tape coated with white enamel, with the inscription on the edges "Excellent police officer" in the middle of the "Ministry of Internal Affairs" [7] . All elements of the sign are convex to the middle shape, polished metal. As noted by M. A. Rogov, in 1985 the white color of the sign was replaced by golden [1] .

Russia

Established in 2000, the Russian badge "Excellent Police" has undergone significant heraldic changes [1] . It is a star-shaped pentagon of gold (yellow) color, on which is placed a conical shield of silver color with a relief image of a foot warrior striking a spear with a spear. Around the shield there is a red ribbon with the inscription “Ministry of Internal Affairs - Excellent Police” silver. The sign is 42 millimeters high and 34 millimeters wide.
