On the basis of an open competition for a new state lottery project, a state contract was signed between the Russian Special Building and State Victory Lotteries LLC on May 30, 2011. Part of the proceeds from the sale of tickets of the All-Russian state lotteries “Victory” is transferred to support the Russian army ^[4] , in particular, to implement projects under the “Social Development Strategy of the Armed Forces of the Russian Federation for the period until 2020”, approved by the Ministry of Defense of the Russian Federation.

As part of this document, the following activities are planned until 2020:

• improving the living conditions of military personnel
• development of preschool education of children of military personnel
• increase in cash allowances for military personnel and wages of civilian personnel
• increase in pensions for citizens discharged from military service
• improving the security of military service
• development of the broadcasting system of the Armed Forces of Russia.

The mission of All-Russian State Lotteries Pobeda LLC ^[5] is to support social projects in the Russian Federation by providing citizens with entertaining lottery products and increasing the level of public involvement in initiatives aimed at social development and strengthening the state’s defense capabilities.

From the day of launch, the All-Russian state lotteries “Victory” participate in programs for the development of patriotic education of youth, Paralympic sports in the country, as well as assistance for seriously ill children.

In December 2011, the All-Russian state-owned Victory Lotteries co-organized a reception in honor of the 15th anniversary of the Russian Paralympic Committee.

The event was attended by the founders of the Paralympic movement in the country, representatives of the PKR leadership, the coaching staff of the Paralympic team, the great Soviet and Russian athletes, and the champions of the summer and winter Paralympic Games.

In September 2012, the state-owned Victory lotteries supported the organization of a reception in honor of the Russian Paralympic team, organized by the Russian Paralympic Committee on the final day of the XIV Summer Paralympic Games in London ^[6] .

All-Russian state-owned lotteries “Victory”, in the framework of the agreement on long-term cooperation concluded in April 2013 with DOSAAF of Russia, are developing the social project “Boomerang” joint with the defense company ^[7] .

The goal of the Boomerang project is to provide post-boarding support for graduates and pupils of orphanages and provide them with the necessary comprehensive assistance in training and employment.

In the framework of the project, children without parental care receive training in the mass technical specialties of their choice, and also participate in actions aimed at developing patriotic feelings and moral education. The first issue took place on June 22.

The project participants, having successfully passed the final exams at the DOSAAF School of Radio Electronics in Russia, received diplomas in the specialty “Repair and Maintenance of Personal Computers”. On the same day, young specialists received an invitation to work from OJSC Mosenergo ^[8] .

The pilot project involves pupils of the SOS Children's Village (Tomilino), the Stupino social shelter for children and adolescents, graduates of the Rostov, Zarechensky, Sharyinsky and Solotchinsky orphanages.

The state-owned Pobeda lotteries also joined the All-Russian charity event “Under the flag of Good!” ^[9] , aimed at helping seriously ill children in need of expensive treatment.

The first event of the All-Russian charity event “Under the flag of Good!” Was held on June 12, 2005 in Moscow. As a result of the match and the concert of Russian pop stars, 11 million rubles were collected, which were directed to targeted assistance to 36 children in need of attraction.

In total, 107 charity matches have already been held. The general result of the Campaign from 2005 to the present was the delivery of 1,601 registered certificates guaranteeing the payment of necessary treatment to seriously ill children from different regions of Russia for a total of about 172 million rubles. ^[10]

Since 2013, law enforcement agencies, as well as initiative groups of citizens, have had complaints about the form of organizing the state non-stop lottery “VGBL 11 Pobeda”. Claims are associated, first of all, with the similarity of the lottery drawing algorithm with the organization and conduct of gambling using slot machines prohibited outside of gambling zones.

In July 2013, the St. Petersburg prosecutor's office verified the algorithm for drawing the 11th Victory All-Russian State Non-Lottery Lottery. According to the prosecutor's office, the mechanism for drawing this lottery contradicts the requirements of the Federal Law “On Lotteries”, according to which, winning lottery tickets are determined at the stage of their manufacture, and the prize fund of the lottery has a fixed size. The audit found that when drawing using the Pobeda trading terminal electronic equipment, the final win or loss depends, inter alia, on the player’s will to stop participating in the draw and to take the win or continue, risking losing both the entered and already won cash. This algorithm does not allow both to determine winning tickets at the stage of their manufacture, and to ensure a fixed prize pool. The prosecutor’s office in the equipment also found “entertaining visualizations” that actually copy games of famous slot machines (such as Book of the Ra, Columbus and others), the rally in the mode of which has signs forbidden outside the gambling zones of gambling. Based on the results of the audit, a warning was issued to the General Director of State-owned Victory Lotteries LLC against violating the law ^[11] .

However, on the same day, an official statement was published that the distribution of the Pobeda state lottery tickets using equipment meets the requirements of the current legislation, meets the requirements for the state non-random lottery and the conditions approved by order of the Federal Agency for Special Construction (Special Construction of Russia) . When implementing the state contract for holding state-owned Pobeda lotteries, certified trading equipment and software are used to distribute the lotteries.

According to the Pobeda state lottery operator, the violations seen by the St. Petersburg Prosecutor's Office are the result of a misunderstanding of the procedure for conducting the state non-random lottery, and in the near future the operator will provide the necessary materials to the St. Petersburg Prosecutor's Office in the prescribed manner ^[12] .

In May 2014, claims to the lottery related to the fact that the founders of LLC “State Victory Lotteries” LLC were registered in the offshore zone were expressed by representatives of the All-Russian Popular Front ^[13] .

In July 2014, a picket was held in Yekaterinburg against underground casinos and the Victory lottery ^[14] . Among the slogans of the protesters: “Police, stop the game lawlessness”, “ Ludomania - the cause of crimes!”, “We demand compliance with the law”, “Victory from the outside - a one-armed bandit inside!” ^[15] .

Also in August 2014, the head of the Ministry of Internal Affairs of the Tyumen Region, Yuri Altynov, at a meeting with the media, said: “Another very important topic is gambling establishments. Now for them there is a place in Sochi and in the Crimea. But, unfortunately, the legislation is imperfect. Dealers adapt, this process mutates. For example, the same “Victory” lottery. We in Tyumen through a court were forced to return their gaming equipment and even cancel an entry in the crime log. The court is confident that their activities are legal. Yesterday we revealed one fact of illegal gambling, but we are not punishing those people who get huge profits from this, but the administrators of the institutions. Our task is to get to the bottom of the organizers of Victory - their traces lead to Moscow and Yekaterinburg - and find a clue that proves that this is illegal gambling. " ^[16]

In September 2014, prosecutors from the city of Yalta established that on one of the streets in the center of the city, activities were carried out to distribute the All-Russian stateless lottery “Victory”, which has signs of gambling activity. Employees of the city prosecutor’s office with the participation of the Massandra police department seized 28 electronic terminals with signs of a gaming machine ^[17] .

In August 2014, a prosecutor’s office in St. Petersburg filed an administrative case against the distributor of the Pobeda lottery, LLC Kontur, on an administrative offense under Art. 14.1.1 Administrative Code of the Russian Federation (illegal organization and conduct of gambling) ^[18]

In the course of joint events with the MIFNS of Russia No. 18 in St. Petersburg conducted with the assistance of a specialist from the St. Petersburg Electrotechnical University LETI, it was established that Kontur LLC, under the guise of distributing the All-Russian stateless lottery VGBL 11 Pobeda, is carrying out activities the organization and conduct of gambling. Participation in the drawing was carried out only with the help of specialized computer equipment by purchasing electronic lottery tickets.

At the same time, visitors to the gambling establishment were given the opportunity to switch the electronic lottery ticket mode to the "entertainment animation" mode. In this mode, gambling participants were shown various combinations of graphic symbols of military subjects. Combinations could be both winning and losing. Moreover, the player could independently choose the size of the bet and the number of “lines”, the coincidence of which will lead to a win. To do this, on the specialized keyboards of the equipment there were keys with the inscriptions “Bet” and “Line” (keys with such names are available on most modern gaming machines).

During the trial, an expert at St. Petersburg University of Telecommunications. prof. M.A. Bonch-Bruyevich confirmed that in the "animated screensaver" mode and subject to real money play, the equipment used by Kontur LLC is gaming equipment.

According to the results of the consideration of the case of an administrative offense by the justice of the peace of the judicial section No. 42 of St. Petersburg, Kontur LLC was found guilty of an offense under Part 1 of Art. 14.1.1 Administrative Code of the Russian Federation. The company was sentenced to a fine of 700 thousand rubles with confiscation of gaming equipment. ^[19]

Disagreeing with the decision, LLC Kontur filed a complaint against the decision of the justice of the peace with the Kalininsky District Court of St. Petersburg.

By the decision of the Kalininsky District Court of St. Petersburg, the complaint was denied, the decision of the magistrate of the judicial section No. 42 was left unchanged. The decision entered into force. ^[twenty]

A resident of the Uglegorsk region purchased a ticket for the All-Russian state lottery “Pobeda” in post offices and falsified the results in order to trick three million rubles into cheating. She could not bring the matter to win, as she appointed an expert study that revealed a fake. ^{[21] [22]}
