Story

Ochtin, a Muscovite, comes to a reception to the police general, a recent newcomer. He complains about the ugly condition of the house and the inactivity of the ECD No. 23, to which the house belongs. The problems of housing and public utilities are not within the competence of the police, but Okhtin mentions the strange repairs carried out by the DEZ in houses for demolition; The general gives instructions to begin the inspection of the activities of the DEZ No. 23. Residents say that to achieve the repair of apartments, which the ECD is obliged to produce itself, it is possible only for a bribe.

Musnitsky behaves defiantly, he is absolutely sure of his invulnerability. In remarks Musnitskogo slip hints that he shares his criminal proceeds with high-ranking officials who are promoting his career. Musnitsky has no penalties, only encouragement and thanks from his superiors. As soon as he learns about the ongoing investigation, he mobilizes all ties. One of the tenants who filed official applications to the police is beaten up, and announcements of beatings are being pasted all over the microdistrict — applications are starting to be taken. Slanderous denunciations come to Znamensky, then they begin to put pressure on him through the family: his mother’s topic is not included in the institute’s plan (this causes a heart attack), and the question of the reasons is hinted that her son “should catch thugs and not engage in dezami. " The general is summoned to a meeting where, according to his assumptions, they will be recommended to close the case for insignificance. He decides to deliver a preemptive strike and demands that Znamensky prepare a certificate of the most revealing of the already revealed and proven “tricks” of Musnitsky. This is not difficult, because in just one episode of the case under investigation, the amount of theft exceeds 100 thousand rubles (at the time of the film’s release - the state price of the ten most prestigious Soviet Volga cars at that time). The general expects that after voicing the blatant facts, the “defenders” simply will not dare to speak about closing the case. This is what happens. Having secured reliable evidence, Znamensky succeeds in bringing the matter to Musnitsky’s detention.

In parallel with the main storyline there is another, almost independent. Sophia Rashidovna Narzoeva, the former wife of a currency trader who received the highest measure many years ago, lives in an excellent apartment, listed as a cleaner in the Dedes No. 23. As it turns out, Musnitsky in his youth had feelings for Sofia, now she wants to marry her son and her daughter. But her daughter Isabella was "suddenly" turned up by a wonderful fiancé, Alik, who introduced himself as a responsible employee of the Ministry of Foreign Affairs , often traveling abroad. Alik says that he is fascinated by Isabella, frankly trying to please the potential mother-in-law, literally drags Isabella into the registry office (under the pretext that he needs an official wife for a new overseas business trip). In fact, Alik is a swindler, a fraudster and a thief on trust. With his accomplice, Sophia Rashidovna’s dressmaker, he learned that Narzoeva lives on the remnants of gold and valuables once hidden by her husband from confiscation, and now married Isabella to settle in their apartment and find the hiding places where valuables are stored. After a long and stubborn search, Alik finds one of the cache of coins. When attempting to sell the chervonets found in Narzoeva, Alika and the pilot were arrested. Coins can be identified, as they are unique - they are fake golden Nikolaev gold coins, made by criminals on real machines of the Imperial Mint, unknown by means obtained by counterfeiters; they are distinguished from genuine coins of tsar's minting by too high a sample of used gold.
