In the late 1920s, the Russian population began to arrive in the eastern part of the Turkmen region, where the Raguli and Manych rivers flowed.

In 1931-1932, the state farm “Krasny Manych” was organized on the former kulak lands, in 1935 the central estate of the farm was built - the village of Krasny Manych. In 1939, a female tractor brigade was organized here.

During the Great Patriotic War, 420 workers of the state farm went to the front. Many residents fought in the partisan detachment "For Homeland" (commander I. S. Zaitsev), which operated during the period of temporary occupation in the eastern part of the region.

Since 1954, development of virgin and fallow lands began in the northeastern regions of the region. Virgin lands from other districts of Stavropol arrived in Krasny Manych. They created the Komsomol-youth tractor brigades. In the first year, 5.5 thousand ha of virgin lands were raised at the state farm.

In 1963, the Krasnomanychsky Village Council was formed (as part of the Apanasenkovsky district).

In 1964, by decree of the Presidium of the Armed Forces of the RSFSR, the village Central Estate of the Krasny Manych state farm was renamed Krasny Manych [4] .

As of March 1, 1966, 5 settlements were included in the territory of the Krasnomanychsky village council: Golubiny , Krasny Manych (center), Novokucherlinsky , Novoragulinsky and Prudovy [5] .
