It was created in 1991 on the basis of the Design Bureau of Electrohydraulics of the Academy of Sciences of the Ukrainian SSR, founded in 1962 in Nikolaev . He specializes in the study of the physical and technical aspects of a high-voltage discharge in condensed matter, the creation on its basis of highly efficient environmentally friendly resource and energy-saving pulsed technologies.

IIPT is a scientific and production complex, which includes the Institute itself, a pilot plant, experimental production and the VEGA scientific and technical center. The structure of the institute includes five scientific (electrophysical studies; pulsed processes of energy conversion and control; pulsed methods and technologies for influencing liquid metals and crystallizing alloys; intensification of mining; pulsed electrical systems) and three design (pulsed methods for cleaning castings and the destruction of non-metallic materials and processing of stressed metal structures; high-voltage pulse capacitors; pulse processing of materials by pressure) department.

IIPT has developed more than 1000 electric-discharge technological complexes for foundry, metallurgy, mining and other industries. The following unique complexes have been created: a laboratory park for studying physical processes during electric explosion ; laboratory power pulse capacitors; laboratory for studying processes in rock cores at pressures up to 500 atmospheres and temperatures up to 1000 ° C; metallophysical and metallographic complexes.

Since 1977, the Institute has published a collection of scientific papers.
