Ivan Kotyushev was born in the family of a cattle breeder in the village of Nymar-Halar (now Shirinsky district ] of Khakassia ) on September 15, 1919. One of the founders of the Khakass organization of the Writers' Union.

The first works of Kotyushev were published in 1938. He wrote the collections of poems “Ah Ахs” (White Iyus), “Purғunnyғ akyn” (Stormy Stream), “Suғ hazynda” (On the River Bank), “Kayaktyk tÿlgÿzi” (Fox Kayaka), “On New Street”, “Children’s poems". Most of Kotyushev's poems are lyrical. From prose works, Kotyushev’s novel “The Steppe in Blue Colors” is known about work in the rear during the years of World War II . Kotyushev's works have been translated into the languages ​​of the peoples of the USSR and socialist countries.
