His first public appearances came in the time of the liberation movement of 1825-1828. From 1833 to 1838 he held the post of Military Commissioner, and after the Great War, in 1852, he was elected deputy. In 1861 he was elected to the Senate, and on March 1, 1864, after the termination of the powers of Bernardo Prudencio Berry , he became president of the country.
His reign, which lasted about one year, escalated into a civil war launched by the Colorado party and its leader, Venancio Flores , who enjoyed the support of the Brazilian empire and Argentinean president Bartolome Miter . After a series of demands by the Brazilian government in May 1864 that Aguirre refused to comply, Brazilian troops, with the support of the Colorado party, invaded Uruguay .
In response, in December 1864, Aguirre broke off the 1851 treaty of alliance and cooperation with Brazil. With these actions, he tried to provoke the French intervention, for which in January 1865 he sent an embassy to Napoleon III (the mission of Candido Juanico).
However, on February 16, 1865, the capital of Montevideo was taken by the Brazilian troops, Aguirre handed over the presidency to Senate Chairman Thomas Villalba , who was overthrown by the Brazilians a few days later, and Venancio Flores finally became president. These events became one of the reasons for the war of the Triple Alliance .
