Birth

Born December 11, 1945 in the city of Molotov in the family of a worker Emelyan Ivanovich. Mother - Varvara Ageevna Fil.

Education

In 1964 he graduated from secondary school No. 45 of Perm. He entered the evening department of the Perm Polytechnic Institute . He graduated in 1970 .

Work

In July 1964, he got a job at a long-distance communications equipment factory :

  • 1964 - 1965 - apprentice milling machine operator;
  • 1965 - milling machine operator.

In September 1965, he worked for the enterprises of PO Box 214 ( plant named after V.I. Lenin ):

  • 1965 - milling machine operator;
  • 1965 - 1966 - apprentice locksmith;
  • 1966 - locksmith.

In December 1966 he was transferred to the Engineering Design Bureau :

  • 1966 - 1968 - locksmith;
  • 1968 - 1971 - physical engineer;
  • 1971 - 1974 - senior engineer-physicist.

In July 1977, he was appointed deputy head of the metrology department of the Engineering Design Bureau .

Social and Political Activities

In 1970 he was elected deputy secretary, and in 1972 - secretary of the Komsomol "Engineering Design Bureau" .

In 1973 he joined the Communist Party .

From November 1974 to July 1977 - First Secretary of the Ordzhonikidze District Committee of the Komsomol .

After he returned to the Engineering Design Bureau in 1977, he was elected chairman of the head group of national control. He was a member of the party committee of the enterprise.

In 1980, he was elected to the post of deputy secretary of the party committee of the Engineering Design Bureau .

In October 1980, he was transferred to the Perm Regional Committee of the CPSU as an instructor in the defense industry department.

In June 1984, he began working as chairman of the executive committee of the Ordzhonikidze district council of people's deputies of Perm.

In April 1990, at the first session of the newly elected city council of the XXI convocation, he was elected chairman of the new city executive committee.

In December 1991, at a regular session of the City Council, the deputies confirmed their confidence in Phil, and voted for him to continue to lead the executive branch in the city.

On January 13, 1992, by decree of the President of the Russian Federation, Yeltsin was appointed head of the administration of Perm. [one]

Fil abolished the city executive committee as the first decree as the head of the city administration, transforming it into an administration. In March 1992, at a regular session of the City Council, a new structure of the city executive branch was approved.

March 20, 1994 held elections to the Legislative Assembly of the Perm region . According to the results of the elections to the Legislative Assembly, Vladimir Fil, his deputy Vladimir Khlebnikov, deputies of the City Duma Yuri Trutnev and Vladimir Zotin were elected. This group was able to defend the interests of Perm before the regional authorities and prevent the recurrence of the "Budget War" of 1993 .

On December 8, 1996, the first direct election of the head of the city took place in the history of the city. In these elections, Yuri Trutnev won the first round.

After the election

In 1997, Fil took the position of representative in the city of Perm of Menatep Bank, and remained on it until December 2001 .

Death

Vladimir Fil died on December 24, 2001 as a result of a heart attack at the age of 56. He was buried in the Northern cemetery .
