History

The company was founded by the Belarusian side together with the British company Cable & Wireless Plc. in 1991 . The company began to provide cellular services of the NMT-450 standard on May 7, 1993 . From February 6, 2003, the company began to provide IMT-MC-450 standard mobile services ("2.5G"). Since March 2006, the work of the old NMT standard network has been curtailed.

Cellular services in the CDMA-450 standard were provided by the company under the DIALLOG ™ trademark (the BelCel trademark was previously used, which was the most common network name used by Belarusians). The name of the company - BelCel - Russian version of the English name BelCel (Belarusian Cellular), which means "Belarusian Cellular".

In August 2002, a new investor came to the company - Infobank. In 2004, the share capital of CIB BV (the Netherlands) in the authorized capital of BelCel JV LLC is 50%, the state-owned enterprise Minsk City Telephone Network - 29.7%, Infobank - 17%, the state-owned Minskobltelecom - 3.3%. However, by March 2005 Infobank had left the founders due to the nationalization policy implemented in Belarus.

As of 2007—2008 The DIALLOG ™ network covered 53.28% of the country's territory, where 75% of its population lived, including 93.38% of the urban population. There were 171 base stations in the Diallog network, of which 77 were enabled for EV-DO (since 2006, REV.0, since 2008, REV.A) [1] . The number of network subscribers was 99 thousand people [2] . The market share of Belarus at that time was 1.3%. About half of the company's subscribers were in Minsk. The average ARPU for the company was $ 11.5 [3] . According to the data of “Belstat”, according to the results of 2011, the subscribers of cellular communication of the IMT-MC-450 standard were 9.7 thousand versus 14.5 thousand in 2010 and 93.3 thousand in 2005. According to the statements of Gennady Podgorny, the number of subscribers in 2010 was 196,000. [4] In 2012, the number of subscribers, according to Viktor Novikov, was 11,000. [5]

From January 2, 1992 to August 15, 2002, JV BelCel LLC was headed by Vladimir Andreevich Getmanov.

Since August 15, 2002, the General Director - Orange Artem Nikolayevich was appointed at the meeting of shareholders of LLC SP BelCel. He held the position on February 20, 2004.

From February 2004 to July 15, 2005, Vladislav Stanislavovich Rachkevich was the head of BelCel JV LLC

From July 15, 2005 to November 2006 - General Director of BelCel JV - Bezruchenok Igor Petrovich, who from 1992 to 2002 was the Technical Director of BelCel JV LLC.

In 2007, the WLL project was launched to solve the last mile problem, providing communications for areas where it is unprofitable to lay telephone cables, for example, remote rural areas.

In December 2010, Gennady Podgorny, the post of General Director, was dismissed from his post since 2009 (due to the expiration of the contract), and Viktor Novikov was appointed acting (by the decision of the Participants of a limited liability company BelCel joint venture) [6] .Management personnel for 2010: Director of BelCel JV LLC Novikov Viktor Viktorovich, Zaitsev Viktor Stepanovich - First Deputy Director and Head of Technical Management. Commercial management is headed by Lisovsky Vitaly Yaroslavovich. Head of Financial Management - Aksenevich Oksana Mikhailovna. Sergey Koikov - Head of Administration. Manages the management of information technology - Igor Ivanovich Makarevich.

At the beginning of June 2012, the national operator RUP Beltelecom, which still owned 50% of BelCel JV LLC, left the founders of the cellular operator. Beltelecom transferred (or sold) its share to IP “Djarash” [7]. Now BelCel is wholly owned by foreign capital: 50% - to the Dutch company CIB BV, and to the other 50% - Belarusian IP “Djarash”, which represents Cypriot capital in Belarus . Also, with the departure of RUE Beltelecom, it unilaterally broke off the agreement with BelCel JV LLC on the provision of WLL services using the CDMA network, as a result of which BelCel JV LLC lost 170,000 subscribers.

Since June 2012, the company decided to abandon the Diallog brand. About this in an interview with Onliner.by said the general director of the company, Viktor Novikov. The decision to liquidate the Diallog trademark was made in connection with the planned optimization of marketing and product promotion costs. Starting this summer, when entering the new offers of the operator, the legal name of the company and its logo will be used. BelCel announced plans to create a fourth-generation (4G) cellular network in Belarus in 2012–2013. The organization began to negotiate with several suppliers of equipment for organizing a test LTE zone at a frequency of 450 MHz. Depending on the results of the negotiations, the operator intended to use either LTE or EVDO Rev.B for further development [8] .

Since May 2013, I. O. General Director of BelCel JV LLC is Sergey Shinkarev.

On January 15, 2014, a message appeared on the website of the Ministry of Communications and Informatization of the Republic of Belarus that the operator BelCel was denied renewal of a license to carry out activities in the field of communications. This decision was made taking into account the licensee’s existing violations of licensing requirements and conditions for carrying out communication activities regarding the failure of the telecommunications operator to fulfill the requirements specified in the license for the cellular mobile telecommunications network of the IMT-MC-450 standard: the coverage of the territory 90% of the population of the Republic of Belarus, and certain sections of the roads indicated in the license. The license to carry out activities in the field of communications, issued earlier by BelCel JV LLC, was valid until January 23, 2014 [9] .

At 0:00 on January 24, 2014, the company disconnected the network.
