He graduated from the Bucharest Conservatory ( 1953 ), a student of Marcian Negri and Theodor Rogalsky ; He also studied mathematics and architecture at the University of Bucharest . He headed the music department of the Romanian Radio and Television ( 1963 - 1971 ), after 1971 was a professor of orchestration at the Bucharest Conservatory, in 1990–1992 - its rector. Author of several articles on the orchestration of Romanian musical folklore, history and theory of Romanian music.
The legacy of Belo-composer includes symphonic, vocal-choral, chamber, and theatrical music. In 1969, White became the winner of the International Queen Elizabeth Competition . He also won the prize of the Union of Romanian Composers five times.
