Moldovan Police

Moldovan Police [1] ( rum. Poliţie ) is a law - enforcement body of state power, called on the basis of strict observance of laws to protect the life, health, rights and freedoms of citizens, the interests of society and the state from criminal and other illegal encroachments. An integral part of the Ministry of the Interior of the Republic of Moldova.

The main tasks (duties) of the police

According to the "Law on Police" of December 18, 1990, the main tasks of the police are:

  1. Protection of life, health, honor, dignity, rights, freedoms, interests and property of citizens from criminal and other illegal encroachments;
  2. Prevention and suppression of criminal and other offenses;
  3. Detection and disclosure of crimes, search for persons who committed them;
  4. Ensuring public safety;
  5. Providing, under the conditions and in the manner established by this Law, assistance to citizens, state bodies, as well as enterprises, institutions and organizations in protecting their rights and in fulfilling the obligations assigned to them by law.

Each police officer throughout the territory of the Republic of Moldova , irrespective of the position, location, at any time of the day, if citizens and officials contact him with a statement or message about events that threaten personal and public safety, or if they are discovered directly, must:

  1. Report this to the nearest police agency;
  2. Prior to the arrival of authorized officials, take all possible measures to prevent and suppress the offender, save people, provide first aid to those in need, identify and detain those who commit offenses, identify witnesses of the offense, and protect the scene of the incident.

Police Rights

For the performance of duties, each police officer throughout the Republic of Moldova, regardless of the position, location, at any time, has the right:

  1. Demand from citizens and officials the cessation of the offense and actions that impede the exercise of police powers;
  2. Check with citizens and officials documents proving their identity;
  3. Unhindered to use vehicles (except those belonging to diplomatic representatives) for delivering to medical institutions citizens in need of urgent medical care, prosecuting persons who committed crimes and delivering them to the police;
  4. Unhindered use of communications equipment owned by enterprises, institutions, organizations and citizens, in case of emergency;
  5. To detain until the arrival of police officials or deliver to the police or other office premises of persons suspected of committing an offense;
  6. Use other police rights (the use of firearms, handcuffs, rubber sticks, binders, tear and special dyes, means for breaking down barriers and forcibly stopping vehicles, service dogs and other police equipment needed for this purpose).

Other police officers, military personnel of the internal troops ( carabinieri ), cadets and students of educational institutions of the Ministry of Internal Affairs of Moldova can also be involved in police tasks. In this case, they are subject to the legal status of police officers.

Road police

As a law enforcement body of state power, the police of the Republic of Moldova are divided into state and municipal. The state police performs its duties throughout the republic, the municipal - in the territory of the corresponding administrative unit. State and municipal police carry out their tasks in close cooperation. The state police provides the municipal police with methodological and advisory assistance, as well as assists in the implementation of the duties assigned to it by their own forces and means.
