After graduating from the law school of Complutense University , de Grandes worked as a lawyer in Guadalajara and Alcalá de Henares . In the transitional period from dictatorship to democracy, he was a member of the moderately conservative government party, the Union of the Democratic Center . In 1977 - 1982 he was elected to the lower house of the Spanish Parliament and was a member of the Presidium of the Congress of Deputies. In 1977-1979 he participated in the work of the parliamentary committee, which developed the text of the Constitution of Spain .
After the collapse of the Union of the Democratic Center in the early 1980s, Luis de Grandes Pascual joined the small Christian Democratic People's Democratic Party and was elected its Secretary General. He later joined the People's Party .
In 1983 - 1987 , and again in 1991 - 1995, de Grandes was elected deputy of the regional parliament of Castile - La Mancha , where he led the faction of the People's Party. In 1986 - 1989 and 1993 - 2004 he was again elected to the Congress of Deputies of Spain. Under Josef Maria Aznar in 1996-2004 , he served as chairman of the parliamentary faction of the People’s Party, and was also elected to the board of the People’s Party.
After the parliamentary elections of 2004, Luis de Grandes Pascual resigned in the Spanish parliament and in the same 2004 was elected to the European Parliament . In the European Parliament, de Grandes Pascual was on the board of the faction of the European People's Party . In the 2009 European Parliament elections, he was second on the list of the People’s Party and rejoined the European Parliament.
