The name of the magazine was not accidental, the staff of the magazine sought to preserve the intellectually national traditions of the Kharkov journal Ukrainian Herald (1816-1819), as written by S. Rusov in No. 1 (this article is given in the original, etc.). For the publication, the editorial office used the services of F. Weisberg and P. Gershunin (St. Petersburg, Ekaterininsky Canal , No. 71-6), on the first issues of Ukrainian Herald editorial articles by Mikhail Hrushevsky (No. 1-7, 11), then wrote Mikhail Mogilyansky (No. 9, 10, 12), and in No. 13 and 14 the author is not specified. Accordingly, in the last issues a new rubric appeared - “Chronicle”, where facts of national life were described, first of all those relating to the activities of Ukrainian parties, societies, circles, the press, and so on. Thus, in the last issue the newspaper ranked first "Public opinion": searches and arrests were persecuted by the editorial office during the second half of August 1906. It was noted that the police not only carefully examined all the cracks in the office of the Public Opinion office (from 4 am to 6 pm), but turned everything upside down in the printing house. arischestva N. Girich where the printed newspaper, in room staff - Yefremov, A. Zhuk (found 5 pounds of illegal literature), Kvasnitsky, Voronin, who were immediately arrested. A few days later, on August 22, a second search was carried out on all employees of the daily Kiev edition, nothing illegal was found. V. Kozlovsky, executive secretary of Public Opinion, is on the wanted list. On the same day, the police visited the editorial board of the satirical magazine Hornet.
In the editorial group of "Ukrainian Herald" united like-minded people, democrats, talented journalists, politicians, economists. The discussion about nationality, equality of nations, autonomy was not accidental; Representatives of various nations who are not suspicious of subjectivism are invited to the conversation ( I. Baudouin de Courtenay , D. Ovsyaniko-Kulikovsky , Mikhail Tugan-Baranovsky , M. Hrushevsky, M. Slavinsky, etc.). On the pages of the magazine there was a place for discussing the peasant issue and school needs, Ukraine’s participation in the state budget of Russia and the activities of banks, the development of national culture and national rights.
The Ukrainian parliamentary faction in the State Duma considered the Petersburg journal its organ, constantly reporting here to its voters (for example, speeches and opinions of V. Shemet , G. Zubchenko , I. Shrag , Nikolay Onatsky , Fedor Steingel , etc. were printed. On land reform, initiatives in the political sphere).
