Ministry of installation and special construction works of the USSR

The USSR Ministry of Assembly and Special Construction Work (abbr. Minmontazhspetsstroy [1] ) is a state governing body in the USSR , which, according to the USSR Constitution, was the Union-Republican ministry responsible for construction and installation works at industrial and civil facilities of the USSR.

It was established in 1963 as the State Production Committee for Assembly and Special Works of the USSR (abbr. Gosmontazhspetsstroy of the USSR ). Created on the basis of the existing Ministry of installation and special construction works of the RSFSR. In September 1965, it was transformed into the eponymous ministry. It was liquidated in 1991 [2] by the resolution of the State Council of the USSR [3] .

History

Predecessors

The predecessor of the state body was the republican Ministry of Construction of the RSFSR , created by the law of the Supreme Soviet of the RSFSR of May 29, 1957 [4] . Just at that time several ministries were abolished: the Ministry of Construction of the USSR , the Ministry of Construction of the enterprises of the metallurgical and chemical industries of the USSR , the Ministry of Industry and Trade of the USSR , the Ministry of Industry and Industry of the USSR and the Ministry of Colors . A month later, on June 25, the enterprises and organizations that were part of them were transferred to the Ministry of Construction of the RSFSR. And from July 13, 1957 , by agreement between the republican Councils of Ministers, the department began to work in the territory of not only the RSFSR , but also some other republics of the Soviet Union: the Azerbaijan , Armenian , Georgian , Kazakh , Lithuanian , Turkmen and Estonian SSR [5] .

On January 23, 1963, a decree of the Presidium of the Armed Forces of the RSFSR appears, according to which the Ministry of Construction of the RSFSR was renamed the Ministry of Installation and Special Construction Work of the RSFSR . Two months later, the republican department was liquidated and the Union State Production Committee was created on its basis [4] .

The emergence and establishment of the department

March 15, 1963 Gosstroy issued an order No. 67 "On the formation of the Gosmontazhspetsstroy of the USSR" [6] . The department appeared three months later, on June 9, 1963. The emerging government authority was subordinate to the Gosstroy of the USSR .

Two years later, on September 30, 1965, by joint resolution of the Central Committee of the CPSU and the Council of Ministers of the USSR No. 728, the department was transformed into the Ministry of Assembly and Special Construction Work of the USSR .

In 1987, a decision was made to build the Kapchagai building envelope plant in the Kazakh SSR . The plant, which was being built until the collapse of the USSR , was to produce metal roofing and wall materials.

Liquidation

On November 14, 1991, the USSR State Council issued a decree “On the Abolition of Ministries and Other Central Administrative Bodies of the USSR,” according to which a number of ministries and departments of the Soviet Union, including the Minmontazhspetsstroy [3] , were abolished.

Successors

The successor of the department (in the Russian Federation ) since 1991 has been the state-owned corporation Montazhspetsstroy, created by a resolution of the Council of Ministers of the RSFSR . In 1992 , according to the decree of the President of the Russian Federation Boris Yeltsin , it was reorganized into OJSC Montazhspetsstroy Corporation. ”

The ministry included: 224 trusts, 274 industrial enterprises and 37 educational institutions that provided training, as well as scientific and design organizations.

By the beginning of the 1980s, the Ministry included 224 trusts, such as:

  • "Belgorodstalkonstruktsiya" - production and installation of structures (steel and reinforced concrete) [10] .
  • "Belsantekhmontazh No. 1", Novopolotsk . The main activity is the installation of ventilation, heating, heat supply, water supply and sewage systems [11] .
  • “Vostokburvod” - specialized work on water well drilling and installation of water-lifting equipment.
  • “Zapsibsantekhmontazh” - installation, repair, replacement: heating systems , water supply systems, etc. Included are mounting departments, PMK and other organizations in Kemerovo , Novokuznetsk , Tomsk and other cities of Western Siberia .
  • "Koksokhimmontazh" Glavmetallurgmontazh.
  • “Obielektromontazh” - management of electrical work in the construction of oil industry facilities.
  • “Ventilation” - production of ventilation equipment (from black and galvanized steel ).
  • Sibelektromontazh.
  • "Soyuzkislorodmontazh" Glavmetallurgmontazh - installation of technological equipment for shops of ferrous, nonferrous metallurgy, chemistry and petrochemical industries, as well as aerospace and other industries.
