Kostin, Victor Alekseevich

In 1948, Viktor Kostin graduated from the Moscow College of Railway Transport and was sent to work in Melitopol. In September 1948, he was elected secretary of the nodal committee of the Komsomol station Melitopol . Since October 1950, he was in charge of the personnel and organizational work department of the Melitopol City Committee of the Komsomol. In 1950, Victor Kostin was admitted to the CPSU . In September 1951, he was elected second secretary of the Melitopol city committee of the Komsomol, and in June 1952 he was elected first secretary. In 1954-1959 he graduated in absentia from the Zaporizhzhya Pedagogical Institute. In 1956, Kostin was transferred from Komsomol work to party work, and was appointed head of the department of party, trade union and Komsomol organizations in the Melitopol City Committee of the CPSU.

From March 1961 until May 1971, Dmitry Kostin served as chairman of the Melitopol City Executive Committee, and from May 1971 until December 1983, he was the first secretary of the Melitopol City Party Committee. Leading Melitopol, he did a lot for the development of the city as a center of engineering: 10 enterprises of all-Union significance were built or seriously reconstructed. Also, several light and food industry enterprises were built in the city, water supply was improved, the city sewage system was reconstructed, gas was piped to many areas of the city, new housing estates were built - Microdistrict , New Melitopol , Kirov.

Viktor Kostin was elected a member of the bureau of the Melitopol city party committee for 31 years, then a candidate member and member of the Zaporizhzhya regional party committee. He was a delegate to the XXV (1976) and XXVI (1981) congresses of the CPSU. From 1961 to 1983 he was a deputy of the Zaporizhzhya regional council, where he headed the planning and budget commission for several convocations. In 1984, he was appointed head of the state secrets of the press at the Zaporizhzhya regional executive committee, where he worked until his retirement.

In 1997, the City Council awarded Viktor Kostin the title “Honorary Citizen of the City of Melitopol” for services to the city.
