In July 2012 , after the statement of the Minister of Health of the Russian Federation Veronika Skvortsova that “the younger generation should be properly educated and protected <...> from pathological representatives of homosexuality” [5] , Agarkov spoke in favor of increasing the sexological literacy of people in Russia:
"Despite the fact that sexology became a separate medical discipline in 1988 , the country has only one department of medical sexology in St. Petersburg and a miserable course at the Russian Medical Academy of Psychology and Psychotherapy. Free sexologists have died out as a class <...> The Ministry of Health of the Russian Federation and the Ministry of Health of Moscow have never was the chief specialist in sexology, who at least prepared materials for the minister’s public speeches and did not allow official “mistakes”.
In Moscow there is not a single municipal specialized sexological center <...> Today there are no regular surveys of the population that have been conducted before, there is not a single full-fledged scientific journal on sexology, and traditional scientific schools in St. Petersburg and Moscow have practically collapsed.
The situation is worse with the help of children and adolescents, as evidenced by a number of high-profile scandals in the press over the past year. <...>
So what do we want from the Ministry of Health?
Agarkov called for the restoration of "the infrastructure of the sex service even to a miserable late Soviet level", "old cadres still able to pass on their experience and knowledge to young people have been preserved." [6]
Agarkov is the author of the monograph Marital Disadaptation (2004), co-author of the collective monographs Neuroses and Sexual Disorders (1985), General Medical Problems of Therapeutic Practice (1983), Private Sexopathology: A Guide for Physicians (1983), and Sexopathology.
