The son of an Edinburgh merchant. At first he was a student of a jeweler, then from 1766 he began to study landscape and decorative painting in the workshop of James Nori. In the 1760s he created numerous landscapes of the Scottish lowlands. These paintings are now considered as the first serious artistic interpretation of the Scottish landscape, since the canvases of previous artists were essentially of the nature of topographic images.

In 1769, he worked as an artist at the Royal Theater in Edinburgh. In 1791, Jacob More moved to Rome, where he spent most of his life.

Having become a popular landscape painter in Italy, he competed with Jacob Hackert . A close friendship connected him with Allan Ramsey .

In Rome, he enjoyed a high reputation, and received an order to design the garden of Villa Borghese in the English landscape style.

In the 1780s, he exhibited his Italian landscapes at the Royal Academy of Arts in London .
