Elbeuf ( French Elbeuf ) - a city in the north of France , the Normandy region , the department of the Seine-Seine , the district of Rouen , the center of the eponymous canton . Located 26 km south of Rouen , 9 km from the A13 Normandy motorway on the left bank of the Seine . It is part of the Metropolis of Rouen-Normandy.

History
Elbeuf - in the old days Elbovium; in Antonin’s route, a place named “Uggadda” is indicated, which corresponds to the Elbeuf-Codebeck suburb, where during excavations numerous objects of the Gallo-Roman era were found .
Since 1338 , Elbeuf has been a county; in 1581 , with the transition to the house of Gizov , renamed the Duchy.
