in 1965 he graduated from the Institute of Petroleum and Chemistry. M. Azizbekova, majoring in mechanical engineering.

He began his career in 1957. From 1957 to 1968 he worked as a technician, design engineer, senior engineer, chief designer at the enterprises of oil engineering. Since 1968, the chief engineer of the Bolshevik machine-building plant, from 1971 to 1973 its director. Until 1975, he worked as the director of the Y. Kasumov plant. Since 1975, deputy head of the department of industry and transport of the Baku Committee of the Communist Party of Azerbaijan, since 1977, deputy chairman of the Baku City Executive Committee. Since 1980, he was appointed first secretary of the Nizami District Committee of the Communist Party of Baku, since 1987, Minister of Local Industry of the Azerbaijan SSR. From 1989 to 1991, he was an inspector of the secretariat of the Central Committee of the Communist Party of Azerbaijan, from 1991 he was the first deputy head of the executive branch of the city of Baku and concurrently chairman of the Bakgorplan
