Content
Born in the family of a collegiate record holder Yakov Vasilievich Roslavets, landowner of the Glukhovsky district of the Chernigov province. He was brought up at the Moscow University noble guesthouse . In the 1810-1820s. with the rank of titular adviser, he served under the Committee of Ministers.
Since May 22, 1829 - Saratov vice-governor, at the same time was also the chairman of the Treasury [2] . On October 26, 1830, he was appointed Governor of Saratov with the rank of State Councilor . In his reign, the Saratov Theological Seminary opened, the first bookstore of the merchant Vakurov appeared in Saratov [3] . In the same period, an epidemic of cholera occurred in Saratov (V. Ya. Roslavets himself became ill), which was only managed after arriving from St. Petersburg in the province of a group of doctors of 80 people with medicines and medicines [2] .
On April 26, 1831, he was transferred to Krasnoyarsk to the post of governor of the Yenisei province , however, referring to his state of health, he refused the new appointment (he retired on June 21 without taking office) and lived in Saratov until November 1831 [2] .
Since May 13, 1837 - the Governor of Arkhangelsk . On July 6, 1837, he was transferred by the governor to Smolensk , and on November 11 of the same year, by the Kherson governor . Due to his state of health, on August 13, 1839, he was dismissed from service with production as active state councilors and reckoned with the Ministry of the Interior. On January 19, 1843 he was appointed the Tauride governor , from January 22, 1845 - the governor of the Kherson province.
