In 1890 he opened his own law office in the city of Gorodenka in Galicia (then Austria-Hungary), was engaged in law practice.

For many years he headed the Enlightenment branch in this town, was elected burgomaster , although Austrian viceroyalty did not allow him to rule.

All his activities are primarily associated with the Gorodenkovschina , with which he did not part for a long time. Even at a venerable age in the 1920s, Teofil Okunevsky was still engaged in law practice in Gorodenka.

Political and social activities

In 1890, he was among the founders of the “ Russian-Ukrainian Radical Party ” (later it was assigned the name “Ukrainian Radical Party”). In 1897, the party took an active part in the parliamentary elections in Austria-Hungary. Teofil Okunevsky, Roman Yaroshevich and independent candidate Daniil Tanyachkevich were then elected from the URP.

Theofil Okunevsky, known for his radical views, without special difficulties received a deputy mandate in the Sejm in Kolomyia . In his program, he first used the new, not yet practiced in Galicia, campaign tactics. Okunevsky “went to the people”, rode and went from village to village of Kolomyyshchyna , Gorodenishchyna , other places in Western Ukraine and convened veche everywhere, and told them about their rights to them. Until that time, none of the candidates for deputy did this.

Being the youngest ambassador (deputy) of the Galicia regional Diet, Theofil Okunevsky played an important role in the history of Ukrainian parliamentarism . Active public activity, the ability to convincingly and easily explain complex legal and political issues contributed to the spread of the authority of the young lawyer among the people.

Together with Ivan Franko in 1899 he left the radical party and became one of the founders of the Ukrainian National Democratic Party, then - a member of the Ukrainian National Rada ZUNR.

During the ZUNR period (1918-1919), he acted as commissioner of the Gorodenkovsky district, was a member of the Presidium of the National Rada (Council) of ZUNR .

He was in diplomatic work in France.
