Biography
Born on the estate of Steinense in Kurland (now Stelmuzze in Zarasai district of Lithuania). Until 1781, he received his home education, in 1785 he graduated from the Miava gymnasium ; in 1786-1789 he attended lectures at the University of Göttingen .
During the Russian-Polish war of 1792, at the invitation of the Duke of Courland, Peter served as general commissioner for the supply of Russian troops along the Courland border, for which in 1795 he was granted the rank of collegiate assessor and was awarded the Order of St. Vladimir 4th degree. In the same year he was elected secretary of the Courland nobility; in this position, among the six authorized delegates, signed in St. Petersburg an act of subordination of Kurland to the Russian Empire (1795). In 1801, in the deputation of the Courland nobility, in St. Petersburg he offered congratulations to Emperor Alexander I on the occasion of his accession to the throne and was present at the coronation in Moscow. He was sent by the Courland nobility to Petersburg also in 1803 and 1807. In 1809–1812 - Advisor to the provincial government. From July to November 1812, when the enemy army joined the Baltic provinces, he was in St. Petersburg. From November 1812, he served in Riga in the office of the military governor and commander-in-chief of the Marquis Paulucci district, and with him participated in the expedition to Memel and corrected the position of general-occupant in this city. C 1813 - ruler of the office of the Governor-General of Livonia. In 1818–1821 A member of the Mitavian Masonic Lodge of the Three Crowned Swords. In 1826 he was granted a full member of the State Councilors . In 1829-1847 - Livonian civil governor . In 1847 he retired due to age and died soon after.
