Ruslan Khadzhismelovich Tsalikov was born on July 31, 1956 in the city of Ordzhonikidze of the North Ossetian Autonomous Soviet Socialist Republic (RSFSR, USSR).
From 1973 to 1978 - a student at North Ossetian State University (the city of Ordzhonikidze). Specialty by education - economist . From 1983 to 1987 - Assistant of the Department of Labor Economics, Senior Lecturer, Deputy Dean of the Department of Economics of North Ossetian State University . From 1987 to 1989 - Deputy General Director for Economic Affairs of the Kazbek Production Furniture Association (Ordzhonikidze city).
