Community settlement ( Hebrew. יישוב קהילתי - Yishuv Kehilati) - one of the types of settlements in Israel [1] [2] . While in an ordinary city, anyone can buy real estate, in a communal settlement, residents of a locality who are organized like a cooperative may veto selling a home or business to unwanted buyers.
In 2013, there were 118 communal settlements in Israel with a total population of 84800 inhabitants [3] .

Legal structure
Legally, a community settlement operates as a cooperative in which all residents must be members. To comply with restrictions on the resale of property, property in a communal settlement is not officially sold, but leased. The land of the entire communal settlement belongs to one legal entity (as a rule, the Jewish National Fund through the Land Administration of Israel ), which rents out individual plots only for members of a cooperative.
