Lel Kuzminkov was born in 1925 in Mariupol. In 1947 he entered the Kharkov Art College , where he studied under N. S. Slipchenko and L. Fitilev. He graduated from college in 1951, thesis - "Stalin is underground."
His monumental mosaics and paintings of buildings with a total area of 2000 m² are located on the buildings of Mariupol, Slavyansk , Bakhmut , Berdyansk and Urzuf .
In collaboration with V.K. Konstantinov, he created monuments to the poet Georgy Kostoprava (1992, Maloyanisol ), Metropolitan Ignatius (1998, Mariupol), “The Warrior-Liberator” (Mariupol).
He is the author of linocuts for handwritten copies of "Kobzar" in translations of Greek authors.
He participated in republican, all-union and foreign (1992, Paris) exhibitions. Personal exhibition (together with L. N. Gadi) was held in 1959 in Mariupol.
The author of the book “Relocation of Crimean Greeks to the Northern Azov region in 1778-80. (Causes and effects) ”(1997), a number of local history essays and articles on art.
He was one of the initiators, and then - a member of the council of the Mariupol Society of Greeks.
The works are in the permanent exhibition of the Taras Shevchenko Museum in Kiev, the Russian National Library in Moscow and the Mariupol Museum of Local Lore .
