History

It existed from 1904 to 1930 . It arose as a result of the split in 1904 of the Society of Russian Dramatic Writers and Opera Composers . In 1930 , along with MODPIK (Moscow Society of Dramatic Writers and Composers) , it entered the All-Russian Committee for Drum [1] .

Dramsoyuz after VOSR was under the jurisdiction of the Main Art of the People's Commissariat of the RSFSR . So, agents of the Main Art Department were collecting royalties for members of the Dramsoyuz for the public performance of their works. The fee was defined by the authorities as the salary of members of the Dramsoyuz. The fee was collected by agents of the Dramsoyuz, who received a certain percentage of the amount collected.

The Dramsoyuz included a church (choral) section [2] . This section provided support to people who worked in the church field - for example, church regents and composers.

Under the Bolsheviks, the Dramsoyuz was particularly distinguished by the collection of royalties from the Russian Orthodox Church . So, it was decided that churches should pay for the performance of “musical and vocal works of composers” royalties of 5% from the earnings of performers, that is, the church choir, or, as the instructions indicated, “artists involved in the artistic part of the enterprise ” [3] (that is, worship). If the choir sang for free or the psalmist , deacon and priest sang, then no fee was charged. The works of Tchaikovsky , Bortniansky , Lvov were not taxed, but it was prescribed to transfer fees to the People’s Commissariat for performing the works of such composers as Lomakin , Sarti , Bakhmetyev, Kanuppi, Ivanov, Strokin, Sokolov, Cui, Balakirev, Glinka, Viktorov, Solomatin, Arensky , Poluektov , Lviv, Vasiliev, Skvortsov and others. Thus, not only the Dramsoyuz, but also the People’s Commissariat received money from the Russian Orthodox Church .

The fee was charged from parish councils (CPS) [2] . As a result, there was a confrontation between fee collectors and payers - church parishes, who considered collecting royalties from churches absurd, turned to the Soviet authorities - to courts, government agencies, the press [4] - with a request to justify the legality of the collection. Nevertheless, Dramsoyuz collected money from churches until 1930 , when the secret instruction to the Decree of the All-Russian Central Executive Committee and the Council of People 's Commissars "On Religious Associations" was forbidden until July 1930 , prohibiting the collection of chants in churches under the guise of royalties [2] .
