Authority

The Prime Minister is elected at the first meeting of the Bavarian Landtag for a term of office (5 years) and is re-elected after each land election. Only a person who has Bavarian citizenship and has reached the age of 40 may be elected to this position.
The Prime Minister runs the affairs of the Bavarian government. He appoints and dismisses, with the consent of the Landtag, his deputies as well as a maximum of 17 ministers and secretaries of state with whom he determines the scope of activities or special powers. According to Art. 50 of the Bavarian Constitution, the Prime Minister may take on one or more ministerial portfolios. It defines the foundations of public policy in Bavaria and represents this federal state outside. In his activities, he is responsible to the Landtag. The Prime Minister also has the right to pardon .
The Prime Minister cannot be removed from office by the Landtag. The Bavarian Constitution provides for his resignation if "political relations make it impossible to work together between him and the Landtag." The resignation of the prime minister automatically entails the resignation of the government. In this case, before the new election of the Minister-President, his duties are performed by the President of the Landtag.

Foreign Ministers

Until 1849, there was no prime minister in Bavaria, but the Minister of Foreign Affairs (since 1806 the Minister of the Royal House and Foreign Affairs), who for the most part served as the head of the Bavarian government, held the dominant position. After the establishment of the Council of Ministers in 1847, the chairmanship passed between the ministers of individual sectors. King Ludwig I (1825–1848) retained the chairmanship, and in his absence, the minister with the greatest length of service presided.
