The first chairman of the council of confidence was Vaclav Ivanovsky , his deputy was Yuri Sobolevsky . The department of culture under the parliament was headed by Evgeny Kalubovich [2] . The composition of the council included one representative from the districts appointed by the district commissioners, as well as six people from the center. Throughout 1943, a council of confidence gathered twice - on August 23 and 28 . The main issue discussed during its meetings was the question of the forms and methods of combating partisans . The members of the parliament proposed that the occupation authorities strengthen intelligence operations within the partisan units and create false partisan units [1] .

On December 7, 1943, Vaclav Ivanovsky was killed by an agent of the NKVD and was replaced by Radoslav Ostrovsky for a short time. Then, in December, the Belarusian Council of Trust was reorganized into the Belarusian Central Rada (BCR) [1] .
