Delaware counties

The state of Delaware consists of three districts : Kent , New Castle and Sussex , the smallest number of counties from all US states [1] . The powers of the legislative bodies of districts are limited to issues such as zoning and land development.

Politics and government

In each district, a legislative body is elected (known in New Castle and Sussex as the County Council , and in Kent as the Levy Court ). Districts have the right to raise taxes and borrow money. They also exercise control over garbage collection, water supply, sewage, zoning, development of building codes and regulations [2] .

Most of the functions that are performed at the county level in other states, such as controlling the courts and law enforcement, were centralized in the state of Delaware, which led to a significant concentration of power in the administration of the state of Delaware. The districts were historically divided into hundreds , which were used as areas for tax reporting and voting until the 1960s. Currently, hundreds have no administrative role, their only official legal purpose is in real estate (in the description of names) [3] .

History

After the English conquest of land in 1664, all lands to the west of the Delaware River and Delaware Bay were regulated by the New York colony and ruled from New Castle. During the brief conquest of the colony by the Dutch in 1673 , additional judicial districts were created around Upland and Whorekill [4] . The latter was also known as Hoornkill, and is currently the city of Lewes ( English Lewes ) [5] . The court in New Castle remained central to the colony. The jurisdiction left to the court was named New Castle (district, Dedawar) and the administrative center remained in New Castle until 1881, when it was transferred to Wilmington . In 1680, the Whorekill district was divided into districts Deale and St. Jones [6] . After this separation, Lewis became the administrative center of Deale County, which was later renamed Sussex. [6] The former Upland district was named after the settlement of New Sweden Upland, and was renamed Chester in 1682 [7] . Chester County is currently within the current boundaries of the state of Pennsylvania [8] .

In 1791 , with the expansion of Sussex County to the south and west, the district administrative center was moved to Georgetown [6] . The county administrative center Jones (renamed Kent in 1681 [6] ) is located in Dover [6] .

After 2000, it was proposed to create the fourth "Appoquinimink" district from a part of New Castle County. The motivation for this failed attempt was the termination of restrictions on the zoning of the Unified Development Code registry on undeveloped lands [9] . The proposed boundaries went beyond the hundreds of Appoquinimink, and included all the lands south of the C & D Channel, with Middletown as the proposed administrative center.
