Burkov Dmitriy Vladimir (born April 12, 1960 ) is one of the pioneers of the Internet industry in Russia , chairman of the Presidium of the Foundation for the Promotion of Internet Technology and Infrastructure Development [1] , one of the initiators of the creation of the Euro-Asian Group of Network Operators (ENOG), crypto officer of the ICANN Western Center [ 2] .

Biography
He graduated from the Leningrad Electrotechnical Institute (LETI) in 1983. During training, he worked at the Microsystem Laboratory at the Academy of Sciences , was engaged in modeling and development of various systems and networks [3] . In 1983-1994 - an employee of the St. Petersburg Institute of Informatics and Automation of the Russian Academy of Sciences ( SPIIRAS ).
In the late 80s, he co-founded Demos , one of the first Internet providers in Russia. He later served as a member of the board of directors at Relcom , another oldest domestic Internet service provider. He worked in senior positions in the largest Russian telecommunications companies - Comstar , Rostelecom , RTKomm .
Projects
With the participation of Dmitry Burkov, in 1990 an Internet connection was established between Moscow ( Kurchatov IAE ) and Finland ( University of Helsinki ) [4] , and in 1995 he participated in the creation of the first traffic exchange point in Russia - MSK-IX (Moscow Internet Exchange).
Dmitry Burkov participated in the implementation and development of the national domains .RU and .РФ. He became the first chairman of the Council of the Coordination Center of the national Internet domain and was a member of the Council until 2009. [five]
He participated in the activities of the Russian Documentary Telecommunications Association . [6]
Dmitry Burkov ensured Russia's presence in EUnet [7] , CIX [8] , RIPE NCC (Coordination Center for the Distribution of Internet Address Resources in the European Region, one of the regional Internet registries). [9]
From 2006 to 2018, Dmitry Burkov was a member of the Board of RIPE NCC and represented this organization in the international corporation ICANN, which manages the address space of the Internet. In 2010, Dmitry Burkov became one of the initiators of the creation of the Eurasian Group of Network Operators (ENOG) [10] and took part in the ceremony of generating keys and signing the root zone of the domain name system using DNSSEC technology, receiving the status of TSR (Trusted Community Representative - crypto officer Western center). [2]
Dmitry Burkov is a member of the organization involved in the development and accessibility of the Internet, ISOC (Internet Society).
Rewards
Dmitry Burkov was awarded the Prize of the Council of Ministers of the USSR for his participation in the creation of the domestic network operating system "Demos" . [11] Awarded the certificate of honor of the Minister of Telecom and Mass Communications of the Russian Federation.
