Born in the family of a middle peasant, in 1912 he graduated from a teacher’s school, then studied at a teacher’s course in Arkhangelsk , and worked as a tutor and singing in the choir of the Solovetsky Monastery . At the end of the courses he taught at the Annunciation Church and Parish School.

With the outbreak of the First World War , in 1914, S.I. Vorobyov was drafted into the army and sent to the training team of volunteer artillerymen in Luga . He served in artillery, at first as an ordinary reserve artillery brigade, then as a junior fireworker of the artillery brigade on the North-Western Front . For feats of arms, he was awarded the St. George Cross of four degrees and the St. George Medal [2] .

After the February Revolution, he was elected to various positions in the soldier’s committee, was an elected division commander, military commissar of the brigade, and was demobilized by a junior non-commissioned officer.

In 1918 he joined the CPSU (B.) , From April 1918 to July 1919 he worked in various elected party posts in the Vologda province. In 1919, S.I. Vorobyov was mobilized in the Red Army , fought on the Southwestern Front as battery commander, and from August 1919 - military commissar and deputy commander . and. D. Vorobyov was a commissar of the artillery brigade of the Kronstadt fortress . From October 1925 to September 1926 he studied at the artillery KUKS RKKA, after graduation, in November 1926 he was appointed commander of the artillery division, from September 1927 - VR. and. D. commander of the 3rd artillery brigade, from August 1928 - commander of the artillery division of the same brigade, from December 1928 - studied at KUVNAS at the Naval Academy , from June 1929 - vr. and. senior engineer of the Office of the Chief of Artillery, from October 1929 - assistant chief, from November 1929 - chief of artillery, from April 1931 - commander and commissar of the 3rd artillery brigade, from May 1932 - chief of staff of coastal defense (BO ) Fleet, from June 1933 - commandant and military commissar of Izhora UR, from February 1938 - assistant to the logistic support of the head of the Baltic Fleet (KBF), from June 1938 - head of the Supply Department of the Navy , from January 1940 - head of the Main Directorate of Ports Navy.

At the beginning of World War II, S. I. Vorobyov - in the same position. In May 1942, the Main Directorate of Ports was reorganized into the Main Directorate of Logistics of the Navy, whose head was S.I. Vorobyov, at the same time, in June 1942, he was appointed Deputy Commissar of the Navy N.G. Kuznetsov on the rear. In these positions until April 1946, then became the head of the rear of the Navy. Navy Commissar N. G. Kuznetsov in his memoirs recalled his deputy:

Lieutenant General of the Coast Guard S. I. Vorobyov with Accompanying Person, 1941

The entire rear of the Navy was commanded by Colonel General S. I. Vorobyov (he was my deputy on the rear). I always remember him with great respect.

Prior to his appointment to this post, Sergei Ilyich served for many years in coastal defense and was promoted to the position of chief of logistics even before the war, when we realized the crucial role of the rear organs in modern warfare. S.I. Vorobyov was an unusually zealous master who knew all the needs of the fleet perfectly. It seems to me that he set himself the main goal: to make as much as possible of all kinds of stocks for the fleet, dispersing them throughout bases and warehouses.

Vorobyov was distinguished by extraordinary kindness and gentleness and at the same time great exactingness. I sometimes wondered how such opposing qualities coexist in him. He spared neither himself nor his colleagues, demanding that they carry out the exact task. He was a man infinitely devoted to his work.

He had an impressive appearance: tall, broad-shouldered, with a broad beard. The subordinates already knew that if Sergei Ilyich was satisfied, he stroked his beard “by the wool”. If he pulls his beard “against the coat” - wait for the thunderstorm.

I do not recall a single case that Vorobyev had disruptions in securing the fleets. When there were too complex problems, he declared:

- I'm going to Anastas Ivanovich .

He returned from A. Mikoyan soothingly, stroking his beard “by the wool”, and everyone guessed: it means that everything is in order.

From December 1946, S.I. Vorobyov was under treatment, from March 1947, at the disposal of the Commander-in-Chief of the Navy, and from January 1948, he was retired. Sergey Ilyich died in Moscow, buried in the Golovinsky cemetery .
