Biography
In 1992, he graduated from Donetsk State Technical University , Department of Mining with a degree in Technology and Complex Mechanization of Underground Mining of Mineral Deposits.
1992-1994 - Head of Department, Commercial Director of the Bearing Trading House.
1994-2000 - Vice President, Chairman of the Supervisory Board of Ukrpodshipnik OJSC.
2000-2002 - Chairman of the Board of Directors of the Ukrpodshipnik Industrial and Investment Corporation.
2002 - 2006 - Deputy of the Donetsk regional council.

On October 29, 2014, according to the results of the elections to the Verkhovna Rada of Ukraine, self-nominated Sergei Klyuyev won in single-member constituency No. 46 with a result of 47.47%. Non-partisan, member of the committee on fuel and energy complex, nuclear policy and security.
Criminal prosecution
On May 12, 2015, the Prosecutor General’s Office submitted to the Verkhovna Rada an idea of lifting the immunity and holding Klyuev liable on suspicion of committing crimes under Part 4 of Art. 190 (fraud) and part 5 of article 191 (appropriation, embezzlement of property or seizure by abuse of official position in especially large amounts or by an organized group) of the Criminal Code of Ukraine [5] .
For 22 days, the Verkhovna Rada Committee on Rules of Procedure and Organization of Work considered the submission of the GPU. 3 meetings were held with the participation of all members of the Committee, permanent groups with the involvement of deputies and most of the members of the Committee's secretariat.
05/21/2015 The Committee turned to the Prosecutor General's Office with a request to receive answers to 82 questions on bringing to criminal responsibility the people's deputy of Ukraine Klyuev S. P. [6] .
Short and practically meaningless answers were provided only for 11 questions, 71 questions remained unanswered.
On May 28, 2015, a meeting of the Committee on Rules and Organization of the Verkhovna Rada was held, which, under pressure from the GPU, was continued on May 29 in closed session with the participation of representatives of the GPU who did not have the appropriate authority. [7] . [8]
At the same time, not only the media representatives and members of the Committee secretariat leading the transcript of the meeting were not invited to the meeting, but SP himself was not forcibly admitted. Klyuev and his lawyer, which is a gross violation of all constitutional guarantees and rights to defense. [9] .
Despite the pressure of the GPU, the Committee decided that the submission was not sufficiently substantiated, the evidence provided could not be considered completely sufficient, nor could it be concluded that the evidence indicated in the submission was lawful, since the Prosecutor General of Ukraine had not provided the Committee with relevant materials, who would confirm this. [10] .
According to part 4 of Article 220 of the Law of Ukraine “On the Rules of Procedure of the Verkhovna Rada of Ukraine”, the Chairman of the Verkhovna Rada is obliged to return the submission back to the GPU due to the lack of sufficient evidence. For the first time in the history of the Verkhovna Rada of Ukraine, a precedent was created when the performance was not returned to the GPU. [11] .
On June 2, 2015, as a result of pressure on people's deputies and members of the committee, a meeting of the Committee on Rules of Procedure and Organization of Work of the Verkhovna Rada was held. [12] .
Despite the strong political pressure on the members of the Committee, in accordance with the decision of the Committee dated 02.06.2015, the submission was not considered substantiated, the evidence was not considered sufficient, the legality of the evidence was not confirmed by the Committee. [13] .
The GPU did not provide any new evidence or argument, and the Committee’s decision of 06/02/2015 was adopted only with the aim of making a “more comfortable decision for the Chairman of the Verkhovna Rada of Groysman VB.” [14] .
Thus, the decision of the committee contains recommendations to return the submission to the GPU, which is mandatory, according to part 4 of article 220 of the Law of Ukraine "On the Rules of Procedure of the Verkhovna Rada of Ukraine". [15] .
June 3, despite the groundlessness of the charges and the lack of sufficient evidence, [16] . By 287 votes, the Parliament deprived Klyuev of parliamentary immunity and agreed to bring him to criminal responsibility [17] . The next day, Vladimir Groisman signed a decree granting consent to prosecute Sergey Klyuyev [18] .
The provision of consent to criminal prosecution was not sufficiently substantiated and fully politically motivated. The Pechersky District Court of Kiev ordered the GPU to open criminal proceedings No. 42015000000001607 of July 24, 2015 upon the fact of unlawful influence on people's deputies - members of the Committee on Rules of Procedure and Organization of Work of the Verkhovna Rada during the performance of their official duties in order to achieve an illegal decision. In fact, the GPU is obliged to investigate the unlawful coercion committed by V.B. Groysman (Chairman of the Verkhovna Rada), A.V. Parubiy (First Deputy Chairman of the Verkhovna Rada), A.V. Lyashko (coalition coordinator), E.V. Sobolev (Chairman of the Verkhovna Rada Committee on the Prevention and Combating of Corruption), Yu.V. Tymoshenko (member of the Verkhovna Rada Committee on the Prevention and Combating of Corruption) and others. [19] . [20] .
06/03/2015 S.P. Klyuyev was denied a flight to Vienna to meet with lawyers and legal advisers, despite the fact that such restrictions were not adopted when voting in the Verkhovna Rada. [21]
The media disseminated information that on June 4, Sergei Klyuyev did not appear for interrogation, although his lawyer said that his client did not receive a summons for interrogation [22]
On June 4, he did not appear for interrogation, and on June 8, the SBU put him on the wanted list [23] , the GPU will ask the Verkhovna Rada for permission to arrest him [24] . On June 11, the politician was put on the All-Ukrainian wanted list, and Ukrainian law enforcement agencies handed over documents to put him on the international wanted list [25] . On June 16, Prosecutor General Viktor Shokin appealed to the Verkhovna Rada of Ukraine with a view to giving consent to the arrest of Klyuyev [26] . On June 18, MP Anton Gerashchenko said that Klyuyev traveled through the territory of the DPR / LPR to the territory of Russia [27] . The Prosecutor General’s Office submitted a submission to Rada on the arrest of Klyuyev, on November 2 it was recalled for revision [28] , on December 3 it was re-sent to Rada with the inclusion of episodes in the case of Mezhigorye : Part 5 of Art. 191 (appropriation of property or seizure of it by abuse of official position), part 3 of article 209 (laundering of criminal proceeds), part 5 of article 369 (giving a bribe) of the Criminal Code of Ukraine [29] .
On January 28, 2016, the Verkhovna Rada of Ukraine agreed to hold accountable, detain and arrest factional deputy Sergei Klyuyev [30] .
On January 28, 2016, the European Court of Justice, located in Luxembourg, ruled in favor of the People’s Deputy Sergei Klyuyev and announced the unlawfulness of imposing sanctions on him. By court order, the asset freeze should be abolished [31] .
On April 5, 2016, the Minister of Internal Affairs of Ukraine Arsen Avakov announced the announcement by Interpol of the international wanted list of Verkhovna Rada deputy Sergei Klyuyev. [32] As of February 15, 2019, in accordance with a letter from the Interpol General Secretariat, the search for Sergey Klyuyev was terminated.
On May 30, 2016, the Supreme Court of Ukraine confirmed the legality of the decision of the Verkhovna Rada of Ukraine on the removal of immunity and the arrest of MP Sergey Klyuyev [33] .
On February 21, 2018, the European Court of Justice, located in Luxembourg, ruled that the sanctions imposed on Sergei Klyuyev by the EU Council in 2017 were unlawful. According to the judges, there is reason for "doubts about the adequacy of the evidence" that the Ukrainian authorities handed over to the European Union. [34]
On March 5, 2018, the Council of the European Union lifted sanctions from People's Deputy of Ukraine Sergey Klyuyev, which led to the lifting of sanctions against him by all 28 member countries of the European Union. [35] [36] According to EU Council press release 172/18 of March 26, 2018, Montenegro, Albania, Norway, Ukraine and the Republic of Moldova also joined the decision of the Council of the European Union of March 5, 2018 and lifted sanctions from Sergey Klyuyev. [37]
