History

In the late 80s of the XX century, political processes began in the USSR that were associated with the democratization of Soviet society that began. In the national republics of the USSR, under the influence of national democratic forces, the process of declaring “ state sovereignty ” in the national parliaments of the republics of the USSR began. Sovereignty was also declared in the Tajik SSR .

On August 24, 1990, at the second session of the Supreme Council of the Tajik SSR , the Declaration "On the sovereignty of the Tajik SSR" was adopted. But this sovereignty was declared as part of the Soviet Union. Despite this, the Declaration was the first document foreshadowing the path to real independence of Tajikistan. It proclaimed that "the Tajik SSR on its territory independently resolves all political, economic, social and cultural issues, except for those issues that Tajikistan voluntarily transfers to the competence of the USSR" [1] . According to the former Minister of Justice of the Republic of Tatarstan, Halifabobo Khamidov (1950-2013), “the declaration was the first document to bring independence closer. For example, her fifth article gave the Supreme Council of the republic the authority to terminate the documents of the USSR, which were contrary to the legal rights of Tajikistan ” [2] .

After the attempted coup d'état of the GKChP (August 19-21, 1991) by supporters of the conservative forces of the CPSU in Moscow , the processes of declaration of national independence began in the national republics. This event led to the dissatisfaction of the national democratic and Islamic forces in Tajikistan, which fought against the Communist Party of Tajikistan , which is in power in the republic. A rally of supporters of opposition parties began in Dushanbe , where they demanded that an extraordinary session of the Supreme Council of the Republic of Tajikistan be convened, declarations of independence and resignation of the Tajik SSR leadership, and suspension of the activities of the Communist Party of Tajikistan. An extraordinary session of the Supreme Council of the Tajik SSR was convened.

On September 9, 1991, at the session of Shuroi Oli of the Republic of Tajikistan (Supreme Council of the Republic of Tajikistan), the Resolution and Statement "On State Independence of the Republic of Tajikistan" were adopted.

The achievement of state independence of the Republic of Tajikistan has become an important historical event for the Tajik people.
