The Agency of the Republic of Kazakhstan for the Regulation of Natural Monopolies ( Kazakhstan, Republic of Kazakhstan, tabular monopolies, retteu agents ) is the central executive body that is not part of the Government, and manages natural monopolies and regulated markets, with the exception of telecommunications and postal services, regulation prices for products, goods and services of regulated market entities in the field of railway transport, electric and heat power, oil products and gas, trans oil, civil aviation, port activities, regulation of prices for products, goods and services according to the nomenclature established by the Government of the Republic of Kazakhstan, control over the provision of paid services by state bodies, regulation of the activities of state enterprises operating in the area referred to as state monopoly, in accordance with the legislation of the Republic of Kazakhstan, as well as monitoring and regulating the activities of energy-producing and energy-supplying bodies tions in accordance with the Law of the Republic of Kazakhstan "On Electric Power Industry". Tasks
According to the Regulation on the Agency, the main tasks are:
- development of proposals within the limits of the authority for the formation of public policy in the areas (branches) of public administration under the authority of the Agency;
- regulation and control over the activities of natural monopolies;
- price regulation of goods (works, services) of regulated market entities in the field of railway transport, electric and heat power engineering, oil products and gas, oil transportation, civil aviation, port activities;
- regulation of prices for products, goods and services according to the nomenclature established by the Government of the Republic of Kazakhstan;
- control over the provision of paid services by state bodies;
- regulation of the activities of state enterprises operating in the field referred to as state monopoly, in accordance with the legislation of the Republic of Kazakhstan;
- protection of consumer rights in the field of activities of natural monopolies;
- ensuring a balance of interests between consumers and service providers in the areas (branches) of public administration under the Agency;
- ensuring the effective functioning of natural monopolies;
- ensuring non-discriminatory access to goods (works, services) and infrastructure of regulated market entities, with the exception of the telecommunications and postal markets;
- assistance to the development of competition in the spheres (branches) of public administration under the authority of the Agency, within the limits of the powers granted.
