The Agency of the Republic of Kazakhstan for Construction and Housing and Communal Services ( Kazakhstan . Republic of Kazakhstan құrylys zhne tұrgyyn үy-kommunldyқ sharuashylyқ isteri agentіgі ) is the central executive body that is not part of the Government, which provides leadership in the field of architecture , urban planning and construction , housing relations, utilities and municipal waste management, as well as water supply and sanitation, electricity (0.4 kV power grid facilities), heat supply (except for CHP and boiler houses with an installed capacity of 100 Gcal / hour or more) and gas supply within the boundaries (lines) of settlements, as well as within the limits provided by law, intersectoral coordination and other permissive and control functions in the field of activity within its competence [1]

The Ministry of Investment and Development of the Republic of Kazakhstan was reorganized as the Committee for Construction and Housing and Communal Services.
Tasks
According to the Regulation on the Agency, the main tasks are:
- development of government policies in the field of architectural, urban planning and construction activities, housing relations and utilities;
- development of a policy of state regulation in the field of water supply and sanitation, power supply (0.4 kV power grid facilities), heat supply (except for thermal power plants and boiler houses with installed capacity of 100 Gcal / hour or more) and gas supply within the boundaries (boundaries) of settlements;
- development of a policy of state regulation on the issues of municipal waste management;
- intersectoral coordination of architecture, urban planning and construction activities carried out in the Republic of Kazakhstan, as well as in the field of housing relations and utilities;
- the implementation of other tasks assigned to the Agency in the manner prescribed by the legislation of the Republic of Kazakhstan.
