The official name of the institute: Federal State Budgetary Institution “Academician Yu.A. Institute of Global Climate and Ecology Israel "of the Federal Service for Hydrometeorology and Environmental Monitoring ( FGBU" IGKE " ), formerly the Institute of Global Climate and Ecology of the State Committee for Hydrometeorology and Environmental Control of the USSR and the USSR Academy of Sciences . Later, the institute belonged to Roshydromet and the Russian Academy of Sciences. Currently, the IGCE is an institution subordinate only to Roshydromet. On May 10, 2018, by order of Roshydromet No. 183, the Institute was named after Academician Yuri Antonievich Israel [1] .

The founder and director of the institute until 2011 is Doctor of Physics and Mathematics, professor, academician of the Russian Academy of Sciences Yuzrael Yuri Antonievich (1930-2014). In 2011-2017 Director was S. M. Semenov. Since August 8, 2017, the Institute has been headed by Corr. RAS A. A. Romanovskaya .
The Institute carries out fundamental and applied research, carries out surveys and analyzes, and prepares publications in the field of climatology (including applied climatology) and monitoring of the state and pollution of the environment.
Main topics: - anthropogenic impacts on the global climate ; - global and regional climate changes due to anthropogenic and natural causes, their environmental, social and economic consequences, as well as the possibility of adaptation and stabilization of the climate; - chemical pollution of the environment, assessment of its consequences and prevention opportunities; - radioactive pollution of the environment and its consequences.
The Institute actively collaborates within international organizations and programs, in particular, through the Intergovernmental Panel on Climate Change ( IPCC ), the United Nations Framework Convention on Climate Change ( UNFCCC ), the World Meteorological Organization ( WMO ), the Joint Monitoring and Assessment Program for Air Pollution Transport substances over long distances in Europe ( EMEP ), the International Cooperative integrated monitoring program of air pollution Effects on ecosystems ( an ICP the IM ), acid deposition monitoring Network in waste Asia ( EANET ).
The Institute carries out coordination work in Russia on the activities of the Intergovernmental Panel on Climate Change ( IPCC ). The scientific director of the institute S. M. Semenov is the official representative of Russia at the IPCC .
