Leonid Gokhberg is one of the leading specialists in Russia in economics, statistics and forecasting of science, technology and innovation, research in science, technology and innovation policy, long-term forecasting of scientific and technological development and (the only institution he runs in Russia Foresight Center). HSE oversees a block of applied research. Under his leadership, more than 250 research projects in the field of science, innovation, ICT and education were commissioned by Russian authorities, large companies, development institutions, the European Commission , Eurostat , the Organization for Economic Cooperation and Development , UNESCO and others.

He is one of the developers of the list of Priority areas for the development of science, technology and technology in the Russian Federation and the List of critical technologies of the Russian Federation, approved by the Russian president and government. Co-author of the forecast for the most important areas of scientific and technological development of Russia until 2030.

Member of a number of international expert groups and advice on innovation policy and forecasting. Co-leader of the expert group No. 5 on updating the " Strategy 2020 ".

Editor-in-chief and co-author of annual statistical collections on indicators of the state of science, innovation, the information society and education in Russia.

The author of more than 300 scientific publications published in Russia, the UK, France, Germany, the USA, Korea, Hungary, South Africa, Bulgaria and other countries.
