Nikolai Mikhailovich Nemtsov (April 16 (28), 1879 - November 26, 1937) - Soviet statesman, Bolshevik revolutionary, first chairman of the executive committee of the Tyumen provincial Soviet of workers, soldiers and peasants' deputies.

Biography
He was born in the city of Tula on April 16 (28), 1879 in a large family of a gunsmith worker. After graduating from the Zemstvo school, he entered the Tula arms factory as a locksmith apprentice. He joined an illegal social democratic circle led by I. I. Skvortsov-Stepanov [1] .
One of the organizers of the celebration on May 16, 1899, by the workers of Tula, the 100th anniversary of the birth of A.S. Pushkin, which grew into a revolutionary manifestation. In 1902-1905 he organized social democratic circles at the largest factories of the city, participated in the creation of the Tula social democratic organization, carried out May Day celebrations and workers' strikes . He was arrested several times for revolutionary activity, but released due to lack of evidence or at the request of workers. In 1903 he switched to work at the Tula Cartridge Plant [1] .
In 1905, due to the threat of another arrest, he moved to St. Petersburg , where he worked at the Metal Plant . A deputy of the Petersburg Council of Workers' Deputies and a member of its executive committee, N. M. Nemtsov, took an active part in the events of the First Russian Revolution . After her defeat, he was sentenced to exile in Siberia in the city of Obdorsk (now the city of Salekhard ) [1] .
I met the February Revolution of 1917 in the city of Tobolsk . He fought for the establishment of Soviet power in Tobolsk and Tyumen . After the October Revolution he headed the Tyumen Provincial Executive Committee [1] .
In mid-1918, due to the capture of Tyumen, the White Guards sent the Central Committee of the Bolshevik Party to their homeland in Tula. Here N. M. Nemtsov was elected chairman of the Tula City Council, deputy chairman of the executive committee and a member of the provincial committee of the RCP (B.) . He was part of the Tula delegation at the VI All-Russian Congress of Soviets , at which he was elected a member of the All-Russian Central Executive Committee , as well as at the VIII Congress of the RCP (B) [1] .
In 1919, N. M. Nemtsov was sent as a special representative of the Central Committee of the RCP (B.) To Tambov to suppress the peasant uprising . Headed the Tambov sponge party. He was a supporter of economic measures to resolve the conflict with the peasants. In December 1920, as a delegate to the VII Congress of Soviets, together with other members of the delegation (B. A. Vasiliev, A. G. Schlichter and K. V. Redzko ), he talked with V. I. Lenin and reported on the situation in the province. He repeatedly met with V. I. Lenin , including at the head of the delegation of the Tambov peasants [1] (the so-called "peasant-bearded man") in February 1921.
Since 1922, N. M. Nemtsov was in the service in Moscow. He worked as a member of the board of the Peopleβs Commissariat of Justice , a member of the Supreme Courts of the RSFSR and the USSR , chairman of the Moscow Regional Court , deputy chairman of the Commission for Private Amnesties at the All-Russian Central Executive Committee, head of the secretariat of the All-Russian Central Executive Committee, member of the Moscow Control Commission [1] .
He supported the inner-party opposition in the years 1923-1924.
He was elected a delegate to a number of party congresses, was a member of the society of political prisoners and the All-Union Society of Old Bolsheviks [1] .
In 1937, Nemtsov, as an employee of the highest judicial bodies, opposed unreasonable repressions [1] . October 10, 1937 he was arrested and executed on November 26, 1937 [2] . Burial place: Donskoy cemetery, grave 1
In 1955, N. M. Nemtsov was posthumously rehabilitated [1] .

Memory
The streets in Tula , Tobolsk and Tyumen were named after him [1] . In Tyumen, Nemtsov Street (formerly Shvernik St.) was named on December 7, 1957 by a decision of the Tyumen City Executive Committee.
