The son of a priest Pyotr Fedorovich Lubyanovsky from marriage with the sister of a senator, secret adviser Z. Y. Korneev . The ancestor of the noble family Lubyanovsky .

Received primary education in the family; his father taught him "Russian and Latin letters" [1] . In 1787-1790 he studied at the Kharkov Theological Collegium, and from January 1793 - at Moscow University : attends lectures by I.-M. Shaden , in moral philosophy and politics; F. Bauze , in Roman law; Wiganda by ancient history; I. Melmann in aesthetics and Latin literature; Z. A. Goryushkina under Russian law; P.I. Strakhova in experimental physics. In Moscow, Lubyanovsky met I.V. Lopukhin , H. A. Chebotaryov , I. P. Turgenev , M. I. Nevzorov , I. I. Dmitriev , M. M. Kheraskov . A special role was played by I.V. Lopukhin, who took care of the young student; He not only followed his university studies, but also was engaged in the "upbringing of the soul" of the young man.

At the end of the university, at the end of 1795, Lubyanovsky, thanks to the assistance of I.V. Lopukhin , decided on military service as an adjutant to General-General Chef Prince N. V. Repnin [2] . In 1798 he accompanied him on a trip to Berlin and Vienna. In connection with the disgrace of N.V. Repnin in 1798, he passed as adjutant to the infantry general B.P. Lassi .

In 1799 he was dismissed from military service with production as staff captains and the following year he went abroad, accompanying Princess Lobanova-Rostovskaya on her trip to Europe. In 1802 he returned to Russia and received the post of secretary in the office of the Minister of Internal Affairs under the direct command of M. M. Speransky . At the same time, he managed the clerical work in the committee on the Zemstvo army (militia) under Field-Marshal Count NI Saltykov . In 1808 he was promoted to state councilor. Thanks to the concerns of N.I. Saltykov, F.P. Lubyanovsky was awarded the Order of St. Anna and already in 1809 Lubyanovsky received a new appointment - the state secretary and manager of affairs of Prince George of Oldenburg in Tver. On August 11, 1809 he was promoted to full state councilor .

In 1810, due to a conflict with Grand Duchess Ekaterina Pavlovna , he was dismissed by a full state councilor and moved to Moscow. Here Lubyanovsky was engaged in a lot of translation activities: he translated into Russian the novel of the French writer F. Fenelon " The Adventures of Telemachus ", which was published in Moscow in 1797-1800; novels by I. G. Jung-Stilling "Longing for the Fatherland" and "Theobald, or Dreamers" (Moscow, 1819). Literary fame brought him the book "Journey to Saxony, Austria and Italy in 1800, 1801 and 1802" in three parts, which was published in St. Petersburg in 1805.

In 1819, F.P. Lubyanovsky replaced M.M. Speransky as the Penza governor . The first gardening school in Russia was opened in his governorship and a public park was arranged. According to Vyazemsky , they did not like the Penza governor Lubyanovsky, they said that he indulged thieves and not out of simplicity, although he was smart, but not open and elevated [3] .

On January 14, 1830, he received the rank of Privy Councilor and was soon appointed Podolsk Civil Governor . Responding to Archbishop Kirill of Podolsky, Metropolitan Filaret wrote about Lubyanovsky: "He is seen from here strangely acting: he finds some difficulties that others easily made in places more difficult ...". After being appointed to the Senate on May 14, 1833, Lubyanovsky continued to rule the Podolsk province for another four months. In December 1833, he was appointed a member of the commission on the ordinate estates of the Princes Radziwills , since 1835 he was a member of the guardianship of the estates of the Princes Radziwills, and the next year he became one of the members of the guardianship of Prince Razumovsky.

In 1841, 1845 and 1847 he was first present in the combined presence of the Senate, and from January 1, 1846, he was first present in the 2nd department. On April 3, 1849, Lubyanovsky received the rank of full privy councilor , and from January 1, 1865 he was present in the general meeting of the 4th, 5th and Megeve departments of the Senate. After arriving in St. Petersburg, Lubyanovsky met A. S. Pushkin [4] . This acquaintance continued even later - he lived in the same house with A.S. Pushkin, on the Moika embankment . Shortly before the tragic death of the poet, F.P. Lubyanovsky hosted him at a dinner party.

In 1839 he was elected full member of the Russian Academy , honorary members of Moscow University. Since 1841, he was the first-present senator, in 1849 he received the rank of Actual Privy Councilor. He was buried in the Fedorovskaya Church of the Alexander Nevsky Lavra .

According to contemporaries, Lubyanovsky was a controversial person: the nobility of nature, industriousness, a thirst for knowledge were combined in it with bureaucracy and dexterity in business. Communicated over the course of his long life with many historical figures, having access to secret documents, he was known as a unique storyteller. V. A. Insarsky spoke of him as a cruel serf, bribe taker and prude. He made a huge fortune, which struck Nicholas I, who found out about him from the form and asked about the methods of its acquisition. Lubyanovsky brazenly replied that “the state was acquired by literary works and, in general, by private pursuits” [5] .
