Biography
Alexander Vasilievich Ellerts-Usov was born in 1875 in Riga . In 1899 he graduated from the Irkutsk Junker School, served in the 27th East Siberian Rifle Regiment. In 1900-1901, he participated in the suppression of the Ichtuan revolt in China , in 1904-1905 - in the Russian-Japanese war , since 1914 - in the First World War . He was wounded four times, awarded the St. George Arms, seven orders (before the Order of St. Anne of the 2nd degree), the highest grace and four medals. From November 24, 1916 to June 15, 1917 he commanded the 58th Siberian Rifle Regiment, then he was in the reserve of ranks of the Minsk Military District.
After the October Revolution of 1917, the All-Siberian Extraordinary Regional Congress, meeting in Tomsk on December 6-15, refused to recognize Soviet power. In January 1918, the Siberian Regional Duma was to meet in Tomsk, but on the night of January 26, 1918, the Tomsk Council dissolved the Siberian Regional Duma. Members of the Duma who escaped arrest at a secret meeting elected the Provisional Government of Autonomous Siberia . The post of Minister of War in this government was taken by the Socialist-Revolutionary Colonel A. A. Krakovetsky , who was entrusted with organizing an armed struggle against the Soviet regime in Siberia. On January 30, 1918, A.V. Ellerts-Usov led the military detachment of the underground Irkutsk military organization, and soon replaced N. S. Kalashnikov as the representative of A. A. Krakovetsky in the underground East Siberian military district.
After the Soviet power in Siberia was overthrown as a result of the Czechoslovak speech , on July 11, 1918 A.V. Ellerts-Usov took over the post of commander of the Irkutsk military district (officially appointed by order of the Defense Ministry of the Provisional Siberian Government of July 31, 1918) and proceeded to the formation of military units from the residents of the Irkutsk province. Since the announcement of the appeal was the responsibility of the Provisional Siberian Government, from a formal point of view A.V. Ellerts-Usov exceeded his authority, and on August 13, Irkutsk provincial commissioner Social Revolutionary P.D.Yakovlev reported the illegal orders of the district commander to the Minister of Internal Affairs of the Temporary Siberian government V. M. Krutovsky . In response, on August 23, 1918, the general manager of the Ministry of War, General M.K. Mende, demanded that the Irkutsk military prosecutor bring A.V. Ellerts-Usov to justice. A.V. Ellerts-Usov was removed from his post, but by this time the mobilization had already ended, and the new commander of the district did not find it possible to immediately dismiss the mobilized. The trial of an unauthorized mobilization announced by A.V. Ellerts-Usov was terminated by order of A.V. Kolchak in the summer of 1919.
By order of the commander of the Siberian Army, Major General P.P. Ivanov-Rinov , September 17, 1918 A.V. Ellerts-Usov took command of the 4th East Siberian Corps with headquarters in Irkutsk.
On January 29, 1919, by order of the new commander of the Irkutsk Military District, Major General V.I. Volkov A.V. Ellerts-Usov, "for complete inactivity and negligence in the service (by the time of severe frosts, the corps district troops were not equipped with warm clothing, which was enough time since August), for improper combat orders, for secondment of ranks contrary to the order, βwas removed from his post and enlisted in the reserve of ranks of the district headquarters.
On June 12, 1919, A.V. Ellerts-Usov was appointed Commissioner for the protection of public order and public peace in the region of the Southern Army, July 23 - commander of the 5th Sterlitamak Corps of the Southern Army (located in the region of Orsk and Aktyubinsk ). In September, he was appointed commander of the Southern Army , but could not prevent the collapse, and the reorganization of the army was entrusted to A. I. Dutov . After that, A.V. Ellerts-Usov returned home to Irkutsk, where he was arrested on February 21, 1920 after the establishment of Soviet power. On September 9, 1920, the 5th Red Army tribunal sentenced him to death.
