The flag was approved on August 12, 2010 [1] and entered in the State Heraldic Register of the Russian Federation with assignment of registration number 6286 [2] .

Description

The flag of the Vistinsky Rural Settlement municipality of the Kingisepp Municipal District of the Leningrad Region is a rectangular panel with a 2: 3 ratio of flag width to the coat of arms of the Vistinsky Rural Settlement municipality of the Kingisepp Municipal District of the Leningrad Region in yellow, red and blue flowers. "

The heraldic description of the coat of arms reads: “ In a golden field there is an increased scarlet (red) bird flying to the right (jay), holding in its paws beads composed of azure (blue, blue) carved equal straight crosses, decreasing from lower to upper ”.

Symbols

The entire territory of the municipality is located on the Soikinsky Peninsula , along the coast of the Luga Bay of the Gulf of Finland . Previously, the villages located here were part of the Soikinsky village council and volost. Now the name “Soykinskoye” has been replaced by “Wistinskoye”.

The local population is multinational. A feature of the region is the largest compact living of the Izhora people. By their name, the main part of the present Leningrad region in ancient times was called Izhora land, or Ingermanland . In the middle of the 19th century, there were 3,717 Izhors in 32 villages in the Soikinsky parish. Today, there are only three hundred or more of them in the Wistinsky rural settlement.

Jay - a vowel indicating a consonance with the name of the peninsula - Soikinsky. On the other hand, the bird in pagan times is a revered creature among the ancient Izhora. In addition, the jay symbolizes the local nature, as well as aspiration for the future.

Beads composed of straight straight crosses decreasing from the lower to the upper are a reminder of the spiritual culture of Izhora, who in ancient times were the predominant part of the population of the Soikinsky Peninsula. The Izhora Museum operates in Vistino .

Azure, gold and scarlet are the colors of the Izhora flag , as well as the heraldic colors of the coat of arms of Ingermanland of the 17th century.

Red color ( scarlet ) is a symbol of labor, life-affirming power, holiday, beauty, sun and heat. The flying jay is kind of illuminated by the scarlet (red) of the ascending morning rays of the sun.

Blue color (light blue ) - honesty, fidelity, impeccability, beauty, peace, sublime aspirations. The color of the waters of the Gulf of Finland and the peaceful cloudless sky. Recalls that in the old days the life of a significant part of the local Izhora was associated with the sea, with fishing in the Gulf of Finland.

Yellow color ( gold ) - constancy, strength, nobility, justice, fidelity, grace, sunlight. It resembles the golden sandy shore and the sandy bottom of the Gulf of Finland.
