Telstra was Australia's first wireless service provider, and since 1986 had a monopoly on the market until SingTel Optus, owned by Singapore Telecommunications, began to resell Telstra products in 1992.
Market competition increased in April 2003 when the H3G HTA launched the first 3G network. By then, Telstra had launched its own 3G, a proposal based on the competing CDMA2000 1XEV-DO standard. In 2004, the H3G began lowering tariffs, and Optus and Vodafone signed a joint agreement and began rolling out the W-CDMA network.
Telstra, fearing that slow 3G folding could lead to a loss of market share, made major investments in deploying a 3.5G network at a frequency of 2100MHz. Thus, the country's first HSDPA platform was launched in October 2006 (HSDPA - High-Speed Downlink Packet Access, also known as 3.5 G, represents a further development of third-generation cellular standards). The network, known as NextG, operating at a frequency of 850 MHz, by December 2008 covered more than 99% of the country's population. By this time, Telstra had installed more than 6,500 major stations. In August 2008, Telstra allowed the HTA affiliate to gain access to the NextG network in areas where Telstra did not have interests. Formally, no reasons for this were announced, but it can be assumed that Telstra tried to increase H3G's competitiveness to weaken its main competitors - Optus and Vodafone.
