Biography
Born in Odessa in 1871. From 1888 he participated in the revolutionary movement. For the leadership of the social democratic circle of workers and sailors in Odessa in 1894, he was arrested and after one and a half years of solitary imprisonment he was exiled to the Yakutsk province ( Srednekolymsk city) for 10 years.
In 1905-1906 he participated in the revolutionary events in Kharkov , led the circles, participated in demonstrations. In 1907, pursued by the Tsarist secret police, he fled from Kharkov and settled near Petersburg, entered the University of St. Petersburg . As a student at St. Petersburg University, he led working circles in the Nevsky district of St. Petersburg and was associated with the student social democratic faction of the university. [1] In the documents of the Security Division, it was held under the name "The Shrew". [2] In 1907-1911 he worked in trade unions and working clubs of St. Petersburg. In 1911 he was arrested again, after 5 months in prison he emigrated. Menshevik is an internationalist.
Returning to Russia, he often appeared in the working press, mainly on economic issues, he wrote a number of articles, brochures and books. The book “Syndicates and Trusts of Russia”, which covered the development of capitalism in Russia from Marxist-Leninist positions, was very popular. After the February Revolution, he worked in the economic department of the Petrograd Soviet ; from March 1917, he was a member of the first editorial board of Izvestia of the Petrograd Soviet; Glebov-Avilov ). Member of the social-democratic group "New Life".
In the days of the October Revolution he took an active part in organizing the working masses for armed struggle. Since 1918 a member of the Presidium of the Council of Trade Unions. In 1919, Tsiperovich, who headed the Petrograd Trade Union Council, joined the RCP (B.) .
He was a delegate from Soviet Russia at the Second Congress of the Comintern (1920), participated in the commission on trade union affairs. At the end of the Congress, he was elected a duplicate member of the ECCI .
In 1921–1929 he worked at the Petrohrogradsky (Leningrad) Economic Council, member of the Presidium, and head of the Leningrad Regional Planning Commission (1925–1929). The organizer and in 1929-1932 the first rector of the Leningrad Industrial Academy and at the same time the director of the Institute of Technology and Technical Policy of the Communist Academy . He was a member of the regional committee and city committee of the CPSU (b), a member of the All-Russian Central Executive Committee and the Central Control Commission.
He died on February 21, 1932 . Buried on the Champ de Mars . [3]
