By order of the Government of the Russian Federation of July 29, 2014 No. 1398-r “On approval of the list of single-industry towns”, the municipality is included in the category “Single-industry municipal formations of the Russian Federation (single-industry towns), in which there are risks of worsening socio-economic situation” [13] .

In accordance with the Regional Law "On the Status and Borders of the Territories of Municipalities in the Arkhangelsk Region", as amended on July 7, 2011 [10] [11] , the boundaries of the municipality "City of Novodvinsk" include:

  • Novodvinsk city;
  • village of Pavlovo .

In previous editions of the Regional Law [11] , adopted until February 15, 2010 inclusive, the territory of the municipality also included the territory of the commune.

The area of ​​the municipality according to data as of January 1, 2010 [14] is 41 km², including:

  • built-up land: 9.94 km²;
  • agricultural land of the municipality: 3.55 km²;
  • forest land: 14.15 km²;
  • bodies of water: 0.51 km².

According to the preliminary results of the 2010 All-Russian Population Census [23] [24] as of January 1, 2011, the urban population of the Novodvinsk City municipality was 40 574 people (3.4% of the region’s population (excluding the Nenets Autonomous Okrug ), level unemployment - 1.9%. The average monthly accrued salary for large organizations and medium-sized enterprises in 2010 amounted to 18 827 rubles (average regional indicator - 21 699 rubles).

According to the administration of the municipal entity "City of Novodvinsk" as of January 1, 2010 [14] the entire population of the urban district lives in the city of Novodvinsk and amounts to 41,851 people, the working-age population - 25,597 people, the unemployed - 748 people.
