The full actual name is the 4th Guards Vapnyarsko-Berlin Red Banner Order of the Suvorov and Kutuzov Military Base . The 4th military base is an important object of the Russian military and geopolitical presence in the Caucasus, created to help strengthen and protect state independence of the partially recognized Republic of South Ossetia and Russian interests in the Caucasus . The base is located in the city of Tskhinval and the village of Java ( South Ossetia ).

Background

After the Georgian-South Ossetian war of 1991-1992, on the basis of the Dagomys agreement on the principles for the peaceful settlement of the Georgian-Ossetian conflict , a Joint Control Commission (JCC) was created from representatives of four parties - Georgia , South Ossetia , Russia and North Ossetia . From 1993 to 2008, the Joint Peacekeeping Force (consisting of three battalions - Russian, Georgian and Ossetian) was deployed in South Ossetia; an OSCE Observer Mission was deployed in Tskhinval . Before the Georgian-Ossetian war of 2008, Georgian peacekeepers who were part of the Joint Staff of the JPKF left the headquarters [1] , Georgian units left the command of the Joint Peacekeeping Forces. After the Georgian-Ossetian war of 2008, the Joint Peacekeeping Force ceased to exist.

After the recognition of the Republic of South Ossetia by Russia [2] , it was decided to create a permanent Russian military base.

The base is subordinate to the command of the Southern Military District of the Russian Federation . At the moment, of the latest weapons at the base there are a division of the tactical missile system " Tochka-U " [3] and a division of multiple launch rocket systems " Smerch " [4] . The Ministry of Foreign Affairs of Georgia believes that Russia has deployed the S-300 air defense missile defense system in South Ossetia, but the Russian Ministry of Defense denies this [5] .

History

The base was formed on February 1, 2009 on the basis of the 693rd Guards and 135th Motor Rifle Regiments of the 19th Motor Rifle Division [6] . On April 7, 2010, the Ministers of Defense of Russia Anatoly Serdyukov and South Ossetia Yuri Tanayev signed an Agreement on a unified Russian military base on the territory of South Ossetia [7] [8] .

In accordance with the Russian-South Ossetian agreement, the united military base included former peacekeeping facilities in Tskhinval , a training ground in Dzartsem , a military camp and an air base in Java were built or will be built in the near future, a military camp (for quartering a radar company) 4 km to the north from Tskhinval , a co-based airfield in the former village of Kurt , a military training ground in Dzartsemi [9] . All objects are supposed to be used jointly by the Armed Forces of Russia and the Armed Forces of South Ossetia , payment of the rental base is not expected. The period of operation of the base is 49 years, with the possibility of automatic renewal for subsequent 15-year periods.

On December 16, 2011, the 4th Guards Military Base was awarded the St. George Banner and Letters of the President of the Russian Federation [10] .

The total number of Russian troops deployed in South Ossetia will be about 4000 people [11] . It has 40 T-72 tanks, 120 BMP-2 infantry fighting vehicles , 36 2C3 Akatsiya self-propelled howitzers, 12 2C12 Sled mortars [12] . In 2012, it was planned to form the so-called “Ossetian battalion ” recruited from among the citizens of South Ossetia as part of the base [13] . Military training ground - Dzartz .
