Biography

He graduated in 1976 from the legal [3] and, simultaneously, philological faculties of Moscow State University [4] . He worked at the Institute of State and Law of the Academy of Sciences of the USSR .

In 1988-1992 Member of the UN Human Rights Committee , 1991-1992 - First Deputy Minister of Foreign Affairs of Estonia [5] . He supported the “zero” version of Estonian citizenship, that is, granting it to all permanent residents of Estonia, with the exception of the military and state security officers, if they did not constantly live in the country; did not approve the principle of continuity in granting citizenship (which was eventually adopted in February 1992 by the introduction of the citizenship law) [6] .

In 1992-1994 - Visiting Professor at the London School of Economics and Political Science . In 1994-2009 headed the Department of International Law at King's College London . At the same time in 2004-2005. - Regional Advisor to the UN Office for Human Rights in Central Asia. In the fall of 2000, the Estonian parliament did not support his candidacy for the post of Chancellor of Justice [7] .

In 2011, he was nominated to the Riigikogu from the Center Party . President of the Academy of Law at the University of Tallinn [1] .

Since 1995 he has been a member of the Institute of International Law , in 2013 he was elected its President [8] . In 2013, he joined the Board of Trustees of the Cultural Center “City Square” (Moscow) [9] .

In 1972-1990 was a member of the CPSU . In the 2000s, he joined the Centrist Party [10] .

R. Mullerson is the author of more than 150 scientific papers and thirteen books [11] .
