Born in 1941 in the village of Baibek, Krasnoyarsk district, Astrakhan region.

From 1958 to 1968 - a teacher in the Krasnoyarsk district of the Astrakhan region

From 1966 to 1972 - seed agronomist, chief agronomist of the Talovsky farm

From 1972 to 1974 - Head of the Dzhanybek District Agricultural Administration of the Ural Region

From 1974 to 1983 - First Deputy Head, Head of the Ural Regional Department of Agriculture

From 1983 to 1985 - First Secretary of the Taldykurgan District Party Committee

From 1985 to 1986 - First Deputy Chairman of the Taldykurgan Regional Executive Committee , Chairman of the Oblagroprom

From 1986 to 1991 - First Secretary of the Ural Regional Committee of the Communist Party of Kazakhstan

From 1989 to 1992 - Member of the Supreme Council of the Kazakh SSR of the 11th convocation , People's Deputy of the USSR
