The fourth Junior Eurovision Song Contest was held on December 2, 2006 in the Romanian capital Bucharest . A total of 15 countries participated. This year Great Britain , Norway , Montenegro , Latvia and Denmark refused to participate, but Cyprus returned to the competition.
