Biography
In 1980 he graduated from high school number 15 of the city of Konstantinovka.
In 1981, after graduating from vocational school, he worked at the Konstantinovsky Metallurgical Plant named. Frunze.
From 1981 to 1983, he served in the Armed Forces of the USSR .
He started law enforcement in January 1984 as a policeman-driver of the departmental security department at the OVD of the Oktyabrsky district executive committee of Riga .
From 1987 to 1990, he worked as an operative of the OBKhSS of the Ventspils GROVD of the Latvian SSR , after which he was transferred at his own will to the Konstantinovsky Department of Internal Affairs of the Donetsk region, where until 1998 he held the posts of operative, the head of the police department and the deputy head of the city police department.
Since 1998, he served as Deputy Head of the 6th Department of the Office for Combating Organized Crime and Deputy Head of the Makeyevka Department for Combating Organized Crime of the Office for Combating Organized Crime of the Ministry of Internal Affairs of Ukraine in the Donetsk Region.
In 1999-2001 he headed the inspection on the personnel of the UROS UMVD of Ukraine in the Donetsk region.
In 2001, he was appointed to the post of head of the State Service for Combating Economic Crime, subsequently to the post of first deputy head of the Ministry of Internal Affairs of Ukraine in the Donetsk region, and in 2005-2006 he served as the head of the Mariupol Higher Vocational School of the Ministry of Internal Affairs of Ukraine .
For the conscientious and professional performance of his duties at the beginning of 2007, he was transferred for further service in the Ministry of Internal Affairs of Ukraine , where he held the positions of Deputy Chief of the General Staff and Head of the Strategic Analysis and Forecasting Department.
In March 2008, he was dismissed from service in the bodies of the Ministry of Internal Affairs of Ukraine for the age of resignation in the special rank "Major General of the Police".
From May 2008 to July 2009 - Deputy Chairman of the State Tax Administration (STA) in the Poltava region , from July 2009 to June 2010 - First Deputy Chairman - Head of the STA tax police department in the Poltava region.
From June to July 2010 - First Deputy Head of the Tax Police of the STA of Ukraine. From July to December 2010 - First Deputy Chairman of the STA of Ukraine.
He was appointed chairman of the State Tax Service of Ukraine on December 25, 2010.
On November 7, 2011, President Viktor Yanukovych relieved Anatoly Mogilyov of the post of Interior Minister and appointed Vitaly Zakharchenko as Minister of Internal Affairs.
Zakharchenko continued to hold the post of Minister of the Interior in the new government of Nikolai Azarov [3] [4] (since January 28, 2014, after the resignation of the government of Azarov, Zakharchenko became acting minister).
Standoff with Euromaidan
In November 2013, in order to maintain constitutional order and prevent unrest on the Euromaidan , he sent an unarmed special unit "Berkut" and internal troops of the Ministry of Internal Affairs of Ukraine to Kiev, who had only police batons and protective helmets. “Berkut” and internal troops of the Ministry of Internal Affairs of Ukraine in January-February 2014 faced fierce resistance from radical protesters. Vitaliy Zakharchenko said that the special forces of the Ministry of Internal Affairs of Ukraine did not have military weapons on the Euro Maidan. [5] [6]
As Minister of the Ministry of Internal Affairs of Ukraine, Vitaly Zakharchenko did not order an assault - justifying himself that he did not want to provoke a possible scenario of a civil war . The "Berkut" declared a betrayal on the part of the Ukrainian authorities, whose fighters were left to the mercy of fate, they were given out military weapons only at the end for self-defense to return to their units on their own. After the change of power in Ukraine (since February 2014)
On February 21, 2014, the Verkhovna Rada of Ukraine sent Vitaliy Zakharchenko to resign, replacing him with Arsen Avakov [7] [8] .
In February 2014, Zakharchenko left Ukraine and currently lives with his family in Moscow [9] .
On April 13, 2014, Vitaliy Zakharchenko, together with the former Prosecutor General of Ukraine Viktor Pshonka and ousted bypassing the impeachment procedure, President of Ukraine Viktor Yanukovych , spoke in Rostov-on-Don . Zakharchenko reported about upcoming provocations on the Russian-Ukrainian border in order to discredit the Russian army [10] .
In January 2015, staying in Sevastopol ( affiliated with the Russian Federation in March 2014), Vitaly Zakharchenko reported that he had obtained Russian citizenship and employment as a senior consultant in the Russian state company Russian Technologies . He also presented the charity foundation “South-East”, which is going to help retired and acting officers of the Ukrainian police and residents injured during the military conflict in eastern Ukraine [9] [11] In March 2015, he was included in the expert council of the State Duma Committee on Property, where oversees the protection of property interests of Russian investors abroad [12] .
In 2016, he gave an interview for Oliver Stone 's documentary “Ukraine on fire” and published the book “Bloody Euromaidan - the Crime of the Century”, dedicated to the events of Euromaidan, its causes and consequences. [13]
On December 16, 2016, Vitaliy Zakharchenko spoke at the Dorogomilovsky Court of Moscow, which is considering a lawsuit by the deputy of the Verkhovna Rada of Ukraine, Vladimir Oleinik, to recognize the events in Ukraine in 2014 as a coup d'état. According to the dismissed minister, fire on people in Kiev in February 2014 came from buildings controlled by representatives of the “Maidan” [14] . Zakharchenko also said that the leadership of Ukraine in the person of President Yanukovich did not plan a force option to restore order on the Maidan, however, tried to resolve the situation with the world and find a compromise solution [15] . He also said that the protesters did not allow police officers to go to Maidan, and they could not help those who needed help [16] .
Education
In 1986, he graduated from the Riga Specialized Secondary Police School of the Ministry of Internal Affairs of the USSR , in 1991 - the Riga branch of the Minsk Higher School of the Ministry of Internal Affairs of the USSR , in 1998 - the magistracy of the National Academy of Internal Affairs of Ukraine , in 2010 - the Poltava University of Economics and Trade qualifications and retraining of specialists in the specialty "Accounting and Auditing". His specialty is law, law enforcement, accounting and auditing.
Criminal accusations
December 20, 2013, after attempts to forceful dispersal of Euromaidan , special forces " Berkut ". In the Verkhovna Rada of Ukraine , a deputy request to the President of Ukraine for the resignation of Vitaliy Zakharchenko from the post of Minister of Internal Affairs was put to a vote due to the fact that he “exceeds his authority, gives illegal instructions to security forces, is inactive and violates the requirements of the legislation of Ukraine”, however the request did not receive the required number of votes and was not sent to the president [17] .
On February 26, 2014, the SBU put Zakharchenko on the wanted list [18] .
Police General Nikolai Dzhiga spoke about him as the Minister of the Interior (02/26/2014): “Zakharchenko made a good impression on me as a person, but he was weak-willed, and he absolutely had no work experience” [19] .
On February 28, 2014, the General Prosecutor’s Office of Ukraine demanded that the Ministry of Internal Affairs and the Security Service of Ukraine should detain Vitaliy Zakharchenko as a person suspected of having killed activists in the center of Kiev from February 18 to February 22 [20] . March 4 Zakharchenko was declared wanted [21] .
On March 6, 2014, the European Union and Canada announced that Zakharchenko is on the list of high-ranking Ukrainian officials against whom financial sanctions are being imposed [22] [23] [24] .
In the first, after the persecution, television interview given to the Russian state First Channel , Vitaly Zakharchenko denied all the accusations against him, actually repeating the version previously voiced by the former head of the SBU Alexander Yakimenko - shooting at the protesters and police officers was fired from the building controlled by the commandant Maidan Andrei Parubiy (after Euromaidan - Secretary of the National Security and Defense Council ). Vitaliy Zakharchenko also insists on conducting an independent international investigation, agreed upon by the Agreement of February 21, 2014 [25] .
In November 2014, the General Prosecutor’s Office of Ukraine announced in absentia suspicion of Vitaliy Zakharchenko and ex-head of the Kiev police Valery Koryak of organizing the abduction in the summer of 2013 by Metropolitan Vladimir Oleksandr Drabinko’s secretary in order to abdicate Vladimir from the throne [26] .
On August 4, 2015, the Prosecutor General’s Office of Ukraine in absentia announced suspicion to Vitaliy Zakharchenko of receiving unlawful benefits in the amount of UAH 1.2 million by assisting in organizing “envelope centers” [27]
In February 2016, the ex-head of the Ministry of Internal Affairs of Ukraine Vitaly Zakharchenko made a statement that the organizers of the Maidan, which led to the coup d'etat and the overthrow of President Viktor Yanukovych, used NLP technologies and manipulated the public consciousness, these methods influenced the cyberspace, created special Internet technologies.
"These technologies were developed without embarrassment at the US embassy: they invited not only deputies there and told them how to act, but also called journalists and bloggers who were on grants and developed network activity [28]
According to the former head of the Ministry of Internal Affairs of Ukraine, out of 14.6 million people actively using the Internet, at that moment protest moods prevailed in 7.5 million.
“It all said that there is a serious systematic work on preparing for a future coup,” Zakharchenko concluded.
In November 2017, it became known that Interpol withdrew the disgraced Ukrainian Interior Minister Vitaly Zakharchenko and his deputy Viktor Ratushnyak from the international search [29] [30] .
Zakharchenko and journalists
Zakharchenko worked for some time as a TV presenter in the Donetsk region, and therefore in December 2004 he was admitted to the membership of the National Union of Journalists of Ukraine, Donetsk regional organization. In the spring of 2013, he became registered with the Kyiv organization of the NUJU. Sometimes the TV channel “ 112 Ukraine ” [31] is associated with the name of Zakharchenko, but the owner of the TV channel, Andrey Podshchipkov, denies this [32] .
On December 24, 2013, the board of the Kyiv organization of the NUJU expelled Zakharchenko from the journalists ’union for“ non-observance of Euromaidan requirements, frequent beatings of journalists and improper investigation of cases involving journalistic activities ” [33] .
